Tender description
Barnsley Metropolitan Borough Council is looking to establish a contract with a provider for a respite service, providing both residential and nursing support to adults with a learning disability and/or physical disability. Barnsley Council are seeking providers to deliver a building based respite service (Silver Street, Dodworth, Barnsley S75 3NP). The service will provide both residential and nursing support to adults with a learning disability and/or a physical disability based on the fundamental principles of rights, independence, choice, inclusion and safety. The service will primarily offer respite to people with a level of support needs that require supervision from registered nursing staff, or whose needs can only be met in a provision that has a suitable physical environment, resources and facilities (i.e. tracking and hoist system). Exclusions to this will only be considered following consultation with carers, the Provider and the Commissioner. The service will be offered to adults with a learning disability and/or Physical Disability aged 18 and over, living in the Barnsley area with the following criteria: — who’s carers have been assessed as eligible for short breaks from their caring role under the current carers assessment process, — who are currently living with shared lives carers who are eligible to a break from their caring role. To ensure the long term viability of this service the provider will aim to maintain a bed occupancy level of 80 %. This allows flexibility and choice of bookings and a provision for emergency needs to be met, whilst also demonstrating efficient usage and good value for money. Please note the Council intends to hold a bidder session on the 6.12.2018, 2:00 p.m. to give an overview of the contract and the tendering process. It is not compulsory to attend this session but those looking for additional information on the YORtender system and the tendering process are advised to request a place.
