Tender description

The Lingatunda SHP is located on the Lilondi River, Ruvuma region, Tanzania. Virunga Power is lead developer through the project SPV, Lilondi Hydropower Ltd (LHL). LHL seeks a Contractor for the SHP, a 4.56 MWrated capacity run-of-the-river hydroelectric project. The Contractor scope of works will be project turnkey engineering, procurement, and construction, including: — design, — procurement and construction of civil and hydraulic structures (including, weir, intake structure, sand tank, surge tank, powerhouse, tailrace, medium voltage switchyard, etc.), — installation and commissioning of electromechanical equipment and — construction of 5 km 33 kV low voltage distribution line to national grid substation. Salient project features: — 5 m high vertical drop weir with no storage, — 717 m long GRP penstock with 1 100/1 000 mm diameter and 180 m long GRP low pressure pipe with 1 100 mm diam diameter, — 2 Pelton vertical axis turbines, — 8 300 m of access roads (2 000 m new and 6 300 m rehabilitated). The Lingatunda Small Hydropower Project will be tendered via a restricted process. The Pre-Qualification phase will short-list Candidates/tenderers with necessary: — financial, — economic, — technical and — professional capacity, to complete the turnkey hydropower EPC contract. Short-listed bidders (up to a maximum of 6) will participate in a tender, where the most economically advantageous tender is the technically compliant tender with the best price-quality ratio. The best price-quality ratio is established by weighing technical quality against price on a predetermined basis.
