Network Rail Training needs to move to a new, more agile and scalable operating model that ensures it is capable of responding to expected future changes. Network Rail has identified key services that it may look for a strategic alliance partner to provide. Network Rail (NR) is undertaking preliminary market engagement regarding this requirement in the form of this PIN, an associated questionnaire, and a subsequent industry day. This PIN is issued solely for the purposes of preliminary market engagement and this is not a call for competition. Any competition will be advertised at a later date via a separate notice. Network Rail Training needs to move to a new, more agile and scalable operating model that ensures it is capable of responding to expected future changes. This requires modernisation of the existing Network Rail training organisation, including making better use of new technologies and digitally enabled learning channels. It will also require the introduction of improved systems that reduce administrative burdens, improve the learner experience and provide greater levels of self-service. Network Rail has identified key services that it may look for a strategic alliance partner to provide. These include, but are not limited to, strategic advice, technology, training delivery, supplier management, and business development. To assist in gathering relevant information, Network Rail wishes to explore the views of organisations on: — market appetite for the model outlined, — market appetite for the services outlined, — market appetite for the commercial model and timeline outlined, — any other appropriate and relevant areas. We will then provide, via e-mail, further information and the questionnaire. We will also provide an invite to any industry day that may occur once a fixed date for this day is selected. Participants will be asked to complete the questionnaire by the 23:59, 13.12.2018 deadline to allow for review and digest, and to meet Network Rail’s business requirements. An industry day is currently anticipated to occur in Q1 2019. Firm dates will be provided to those registering interest when possible.
