Summary of the work The requirement is to appoint a professional research agency to run and conduct analysis of DES's Pulse Survey for 2019. We require the agency to have experience in delivering these services for Government departments. Latest start date Monday 15 April 2019 Why the Work is Being Done DE&S is currently in the 'embedding change' phase of its transformation programme where our people are starting to embrace the new ways of working we've introduced to improve how we will deliver for our customers. As a part of our drive to improve our communications and engagement during this period of significant change, we are keen to measure- via a pulse survey - whether the initiatives we are implementing in response to our people's feedback in our annual People Survey, are having a positive effect. Problem to Be Solved The requirement is to appoint a professional research agency to run and conduct analysis of the results from our pulse survey. The survey will launch w/c 13 May, analysis will need to be conducted w/c 3 June with the reports and presentation provided w/c 17 June. The timing of the survey is based on allowing sufficient time for actions we have taken in response to people's feedback to have taken effect and the results of the People Survey will act as a temperature check - testing whether our actions are having the desired effect. Dates are provisional, subject to change. Who Are the Users The end users (of the survey) will be DE&S employees. They will want the survey to be tailored around capturing their experience of DES's transformation activities and their overall experience of working at DES. The end users (of the data) will want the reporting to clearly articulate the views of the employees, broken down, to enable strategic decision making. Work Already Done This is an annual activity and as such a format and back catalogue of data already exists. We will want the subsequent survey and reporting to be formatted in a familiar and consistent manner. Existing Team The supplier will be working with DES Corporate Communications, specifically the Internal Communications team to fulfil this requirement. Current Phase Not started Skills & Experience • have experience in conducting surveys and analysis of subsequent data. • have good understanding of communications and employee engagement enabling the data to be interpreted in the right way. • have experience working with Government departments. Nice to Haves understand the structure and ways of working of DES. Work Location The work will take place remotely at the supplier's site. Working Arrangments The Internal communications team will work with the Supplier remotely (meeting occasionally in person where needed) to assist in drafting and implementing the survey but the analysis will be done by the supplier at their premises. Can you tell me how many DE&S employees will be part of the survey? We have around 11.500 employees but our response rate is around 60% - approx. 7,000 people completed it last year. 4. Can you tell me how many departments are in DE&S that will be a part of the survey and are there any requirements for non-departmental roll-ups of data, e.g. by Job Function, etc? Approx 300 team codes will be required and, yes, we will require reports by Function.
