Tender description
This Framework Agreement will be for the delivery of on-farm kill and carcase collection services in nine (9) geographical regions across England, Wales and Scotland. The Framework Agreement will be divided into five (5) lots which will cover both business as usual and outbreak incident support work. The Authority is seeking to appoint multiple providers to provide an on-farm handling, killing, removal, PME and disposal service for farmed animals and occasionally other animals. This lot will be required for daily routine work for the Authority and on some occasions emergency out of hours welfare work. Lot 1 will be divided into the following services: Service A: on-farm handling, killing, removal and disposal; Service B: on-farm handling, killing and removal to an APHA site located in England or Wales; Service C: on-farm handling, killing, removal, preparation of and assistance with a Standard PME (at the Provider's nominated PME facility) and disposal; Service D: on-farm handling, killing, removal, preparation of and assistance with an Extended PME (at the Providers' nominated PME facility) and disposal. This Lot will be divided into nine (9) geographical regions across Great Britain (and Tenderers can bid to provide services in one or multiple regions). Tenderers who successfully pass all evaluation stages (detailed in the ITT) will be appointed to the Framework Agreement for the relevant lot(s) and geographic region(s). The Authority is seeking to appoint multiple contractors to provide a Carcase Collection and delivery service for farmed animals, wildlife (and occasionally other animal carcases) to an APHA or Partner PME Provider site for surveillance purposes. This lot will be divided into seven (7) geographical regions across England and Wales and tenderers can bid to provide services in one or multiple regions. Tenderers who successfully pass all evaluation stages (detailed in the ITT) will be appointed to the Framework Agreement for the relevant lot(s) and geographic region(s). Licensed slaughtermen may be required when culling “red meat” species (cows, sheep, pigs, goats etc.). Captive Bolts Guns and associated ammunition will be supplied by the Provider. Generally, animals will be stunned with the bolt gun and then pithed (the manual destruction of the brain stem). This lot will be required for outbreak/incident support and daily routine work. This lot will be divided into nine (9) geographical regions across Great Britain and tenderers can bid to provide services in one or multiple regions. Tenderers who successfully pass all evaluation stages (detailed in the ITT) will be appointed to the Framework Agreement for the relevant lot(s) and geographic region(s). There will be times when animals that are fractious or wild will need to be culled — this is where free bullet marksmen services may be required. Providers will be required to hold a valid firearms certificate (may require further endorsements). Weapons and bullets to be supplied by the provider. This lot will be required for outbreak/incident support and daily routine work. This lot will be divided into nine (9) geographical regions across Great Britain and Tenderers can bid to provide services in one or multiple regions. Tenderers who successfully pass all evaluation stages (detailed in the ITT) will be appointed to the Framework Agreement for the relevant lot(s) and geographic region(s). Dart gun operators may be required to sedate fractious or wild animals. Once sedated, the animals would likely be captive bolted and pithed or subject to lethal injection. Dart Gun Operators need to be licensed to carry their weaponry and associated sedative medication. This lot will be required for outbreak/incident support and daily routine work. This lot will be divided into nine (9) geographical regions across Great Britain and tenderers can bid to provide services in one or multiple regions. Tenderers who successfully pass all evaluation stages (detailed in the ITT) will be appointed to the Framework Agreement for the relevant lot(s) and geographic region(s).
