Leicestershire County Council is the procuring authority acting on behalf of the Midlands Highway Alliance (MHA) — an alliance of 21 local authority members; existing members are: — Leicestershire County Council, — Barnsley Metropolitan District Council, Buckinghamshire County Council, Derby City Council, — Derbyshire County Council, — Doncaster Metropolitan Borough Council, Leicester City Council, — Lincolnshire County Council, — Milton Keynes Council, Northamptonshire County Council, — Nottingham City Council; Nottinghamshire County Council, — Oxfordshire County Council, Peterborough City Council, — Rotherham Metropolitan District Council, Rutland County Council, — Sandwell Metropolitan District Council, Staffordshire County Council, — Stoke City Council, — Telford and Wrekin Council, — Wolverhampton City Council. It is anticipated that the MHA will merge with the Midlands Service Improvement Group (MSIG); all existing members who remain members of the new organisation will have access to the framework. Professional services for Highways including but not limited to: — policy and planning, — policy and strategy, — consultation, — multi-modal studies, — accessibility planning, — environmental appraisal, — travel planning bus and rail services, — UTC and intelligent transport, — traffic management, — rights of way engineering design, — health and safety, — procurement site supervision, — development control, — monitoring and surveys, — traffic and travel surveys, — environmental monitoring operation and management, — asset management, — waste management and other municipal engineering. There is no guaranteed minimum level of work but depending on funding availability the range indicates the predicted value over the term of 4 years. Some projects may use EU funds. The framework is for a period of 3 years with the option to extend for a further period of 12 months. The estimated total contract value for Lot 1 Professional Services is 39 000 000 GBP.
