Tender description

The houses of parliament wish to give notice of a potential contract opportunity for the supply and support of a Retail Management System (RMS). Parliament is seeking a new end to end integrated RMS encompassing all the components of a commercial “Off the Shelf" solution. The houses of parliament have a “cloud first” policy and are therefore looking to procure a cloud-based solution. Parliament will also require the provision of and support for Point of Sales (POS). Parliament is looking for a resilient system which can handle and resolve both business and technical issues in a user-friendly manner. Solution capabilities functional requirements: — manage stock suppliers, — stock management o stock movement between locations (on and off site): —— real-time inventory Management o Goods Receipting (GRN), —— returns, —— purchase orders, —— sales (physical stores, online and pop-up stores), —— payment (cash, credit/debit card, PayPal, modern payment methods e.g., apple pay), —— product management (including detailed database/catalogue, multimedia support), —— reporting and management dashboards, —— business driven Role-Based Access Control (RBAC). — minimal hardware (peripherals) and quick turn-around for setting up pop-up stores, — integration with existing online store. Ability to handle and deliver complex promotions technical capabilities: — end to end integrated RMS system, — cloud based managed system, — PCI compliance, — single sign-on for back office users, — API/Web Services for data integration (finance, sales and stock data), — data migration scope — the scope of this project is to replace both hardware and software and to provide a modern and future ready end to end integrated managed solution. Success criteria The RMS solution must integrate seamlessly with our financial system (Agresso) and online webstore (Shopify) and enable: — efficient operational administration and reporting driven by improved data flow in the RMS system to ensure more streamline processes/ways of working to manage: inventory and stock control, sales performance and trends, financial reconciliation and transactions, sales and products. — data dashboard to enable staff to compile component business data for their reporting needs, ability to create and export a range of reports within the system and ease of sharing with other departments, — configuration to enable ease of setting up permissions/access levels for multiple end users, traceability of user activity on the system, remote working with the ability for both internal and external users to be able to login to the system in a secure way over the internet. Point of Sale Operations (PoS) must enable: — front end design on equipment that is intuitive to use and accessible, — integrated PoS that is compact and easily portable, — mobility for pop up/off-site usage, — offers e-receipts, — configuration to enable ease of permission/access levels set, — improvement on current processing time of instore sales.
