Tender description

The Rotherham NHS Foundation Trust on behalf of all Acute Trusts in South Yorkshire is notifying the supplier market of our future intention to enter into a future public procurement competition for the provision of pan pathology managed service contract across South Yorkshire and Bassetlaw. This procurement will be for a replacement managed equipment and consumable service which all Trusts currently have in place. As part of this notification we intend to undertake market testing to decide the scope of service to be considered for this procurement but at this stage it is envisioned that it will include all blood sciences, microbiology, histo-pathology, cell pathology and point of care testing. The procurement is not intended to be an outsourcing of the services to another provider, simply the management of the equipment, technology, reagents and other consumables. Trusts which will be a party to this contract include, Barnsley NHS Foundation Trust, Doncaster and Bassetlaw Teaching Hospitals NHS Foundation Trust, Sheffield Childrens Hospitals NHS Foundation Trust, Sheffield Teaching Hospitals NHS Foundation Trust and The Rotherham NHS Foundation Trust. In line with NHS Improvements national programme to review the current pathology services across England, with a view to consolidating services across a wider geographical footprint, The Trust, on behalf of the South Yorkshire and Bassetlaw Integrated Care Service (SYBICS) is proposing to take its Pathology laboratory services to the commercial market in a future EU procurement exercise to establish whether it can improve upon its current quality of service provision and secure financial savings in terms of a competitive commercial model based on a single pathology managed service contract across South Yorkshire and Bassetlaw. This notification acts as a Prior Information Notice to this future procurement requirement and also an expression of interest to potential suppliers who may wish to be involved in soft market testing we will be undertaking over the coming months. As part of the market engagement we wish to explore issues such as centralisation vs. disbursement of services, optimum duration of the contract, services to be included in-scope, future developments in the pathology market, the likely value of the opportunity to the market and the most appropriate procurement procedure. The soft-market testing process is envisaged to involve “no obligation” site visits, bidder days, questionnaires, and interviews. The Trust intends to run this soft-market testing between months from 25.11.19 to 28.2.2019 inclusive. Service providers who are interested in participating in soft-market testing are invited to register on the portal where you details will be stored and future updates and documents will be distributed from.
