Cardiff Council believes that where a Cardiff child needs to move into residential care; they should unless in exceptional circumstances be able to remain living in Cardiff. We recognise that the level of residential provision in Cardiff means that at present, too many of our children are living elsewhere in Wales and England. We want this to end. One of the ways in which we can do this will be through the Council owning residential homes and contracting with external providers to run these homes. The Council owns a property that it intends to transform into a residential home for children aged 16-19. We would like to meet with any providers that are interested in working with the Council under this approach on the 12th December at Hafan Gobaith, 2 Finchley Rd, Fairwater, Cardiff, CF5 3AX. The Council will discuss outline plans and will ask providers for feedback on a range of matters that are key to this proposal. Cardiff Council has a growing number of looked after young people. A significant proportion of these young people are in out of county placements. Cardiff Council has identified a property that it is considering transforming into a registered care home in an excellent location for young people. Cardiff Council wishes to consult with potential providers to develop an innovative service specification and subsequent procurement process in order to commission a provider to assist in the design of the home and thereafter to run the home. This new residential home will be a vital stepping stone for young people in Cardiff to remain or return to proximity to friends and family whilst learning the skills for a successful future. Aims and objectives of the contract The aim of this provision will be to offer a ‘stepping stone’ placement to bridge the gap between a traditional residential placement (high staffing levels and rural or semi-rural locations) and independent living arrangements. The residents will be young people between the ages of 16 and 19 (not beyond their 20th birthday). The Home will be a full time semi-independent living environment with support from a small but very experienced and skilled residential care team. The objective is for the young people placed there to leave with a set of skills (both practical and emotional) to be as self sufficient as possible and live a successful independent life. The Provider and the Council will work together to: 1) achieve the best possible outcomes for each young person placed, 2) meet the objectives discussed, agreed and recorded in the Contract, within realistic timescales, 3) review the specific needs and identified outcomes detailed in the young person’s Individual Placement Plan, 4) develop and review the young person’s Placement Plan. The Service will be delivered in line with the requirements of the Regulation and Inspection of Social Care (Wales) Act 2016. The Service Specification is guided and underpinned by the principles of the Children Act 1989 and the Social Services and Wellbeing Act 2014. The emphasis of the care provided at the Home should be on guiding, offering advice and helping; working alongside young people rather than’ doing’ for them. As a minimum; the level of expected service delivery of any residential children’s homes is where young people are, happy, healthy, safe from harm and able to develop, thrive and fulfil their potential. Young people will first and foremost be seen as an individual. They will be treated with respect and dignity, recognising their individual needs influenced by, age, ethnic / national origin, cultural, linguistic, social and religious background and sexual orientation, irrespective of learning and/or physical disabilities. Please note that this event is not restricted to those currently providing services in Cardiff and that non-attendance will not preclude participation in any resultant procurement processs. Please note that the Council reserves the right to pause, halt or abandon any procurement process.
