Tender description

Why the Work is Being Done The IPO is undertaking initiatives to transform the delivery of services to meet the “digital by default” expectations of customers and improve the management of its data in accordance with government principles. Data is currently structured according to Intellectual Property rights rather than customers, making delivery of customer focused services difficult. As a result, the IPO has embarked on re-designing its data architecture to support delivery of future services. In addition, it is seeking to develop its data governance function to ensure a consistent approach to data is taken across all services. Problem to Be Solved Data modelling:broadening an existing Conceptual Data Model to cover multiple business services, in line with the Business Service Model developed by IPO. A Logical Data Model will be produced, focusing on data entities related to customer account. The current physical data items associated with Change of Address will be detailed to build understanding of how such a service would interact with legacy data. Data governance: developing a set of prioritised data governance recommendations based on the Data Management Strategy. A roadmap of initiatives will then be developed, including estimates of investment for a business case for investment in Data Governance. Who Are the Users As Chief Data Officer I need to develop the current conceptual data model so that it encompasses the services covered by IPO's business service model and has sufficient detail to support building of a customer account. In addition I wish to build an understanding of how a customer account may interact with legacy data by detailing the physical data items associated with a Change of Address service which is under development. As Chief Data Officer I need a prioritised list of recommendations, based on previous work, to build a data governance capability. Early Market Engagement No formal market engagement has taken place with regards to this work however a prior piece of working looking at maturity and capability in regards to Data was completed by a supplier, also an initial phase of Conceptual Data Model has also been completed successfully by another supplier. Work Already Done A target Conceptual Data Model has been created by a 3rd party supplier and defined the core IPO data entities and their relationships. It is centred upon the customer account entity, with the goal of fulfilling the ambition to provide services authenticated and customer centric services. A report making a number of recommendations on how to implement a data strategy for the IPO has been produced by a 3rd party supplier. A number of the recommendations have been implemented. Existing Team The supplier will be working with IPO staff including the existing data management team, architecture team, and a project team. Current Phase Discovery Work Location Intellectual Property Office, Cardiff Road, Newport, NP10 8QQ Working Arrangments Individuals will work as a delivery team to the Chief Data Officer. Work pattern will be standard office hours Monday to Friday (40 hours per week), however more flexibility may be arranged by mutual agreement after an initial onboarding and engagement process Security Clearance SC Cleared and BPSS Additional T&Cs Skills & Experience SC Cleared Staff - please provide detail of current SC cleared staff or those previously cleared, or how more will be sourced. Demonstrable Experience of developing data models for customer account data Demonstrable Experience of developing Conceptual and Logical data models using data modelling tools Demonstrable Experience of developing a data governance function for a data driven organisation in the public sector Demonstrable Experience or writing a business case to gain agreement and funding for a Data Governance program Demonstrable Experience presenting Data models to a non-technical community in an easy-to-understand manner Demonstrable Experience shifting centricity of an organisation's data model (e.g. product-focused to customer focused) Nice to Haves Experience of using Erwin Data Modeller to produce conceptual and logical data models Experience of data in Intellecutal Property Rights ISO27001 - supplier should include details and scope of accreditation No. of Suppliers to Evaluate 5 Proposal Criteria How concepts will be communicated and shared in a clear manner Stakeholder engagement plan High level project plan Key activities including description IPO specific proposed solution Resources availabe at start of contract to deliver outcomes Pool of available resources for additional/further work Estimated timescale for delivery of outcomes Ability to initiate work in a timely manner Value for Money - how supplier can bring value add services beyond the requirements stated in the original advert. Knowledge and experience sharing Taking responsibility for work Willingness to Innovate for benefit of client Payment Approach Fixed price Assessment Method Written proposal Case study Reference Presentation Evaluation Weighting Technical competence 70% Cultural fit 10% Price 20% Questions from Suppliers Budget range the initial pieces of work under this contract are envisaged to take circa 3 months. however subsequent iterations and development of the conceptual and logical data models and extensions to the data governance framework may be required and as such the contract may be up to 18 months initial statements of work would be circa £300k with potential for up to £700k to £1m for the subsequent iterations and development of the conceptual and logical data models and extensions to the data governance framework.
