Tender description

To award a contract for Design and Build of the Lake Lothing Third Crossing in Lowestoft. The delivery will be in 2 stages with the Contractor engaged to undertake the Professional Services to achieve Target Price. Subject to Target Price, the same Contractor will then undertake the build phase under an Engineering and Construction contract. The new crossing consists of a multi-span bridge which includes an opening bridge, a new rail bridge on the north side over the existing East Suffolk Line and a new road bridge (underpass) on the south side. The opening bridge will enable tall vessels to pass through. However, higher than the existing bascule bridge so a large number of boats would be able to pass underneath without the need to lift. The new crossing of Lake Lothing will provide a footway on both sides with one side being wider to accommodate a shared use combined footway and cycleway. The Design and Build of the Lake Lothing Third Crossing estimated cost is 60 000 000 GBP. The procurement will be undertaken as a Competitive Procedure with Negotiation. The Selection Questionnaire will be the PAS91 and we will be supported by Constructionline in the evaluation of submissions including undertaking evaluation of the submissions from companies who are not registered with Constructionline. The Council intends to select a minimum of 5 and a maximum of eight bidders, should their scores be significantly close following the evaluation against the published evaluation criteria. These top ranked bidders will be taken forward to the ISIT stage. Suffolk County Council reserves the right to award the contract at this stage without the need to negotiate. If required further down selection to the three top ranked bidders following evaluation of the ISIT against the published evaluation criteria and model will be invited to participate in the negotiation and ISFT stage, provided that we are satisfied that this will provide genuine competition. Details of the selection criteria are published in the SQ. We will negotiate on the following areas only Form of Contract for Construction Phase Contract Data Pain/Gain Mechanism Z Clauses (which the Council is prepared to negotiate on, will be set out within the ISIT) Construction Phase Insurance Co-Location for the Design Phase This procurement will be managed electronically via the Councils procurement system.
