Supply of Second Hand Buses in 2 Lots

The procurement process for the award of this contract for two Lots is being conducted under the Accelerated Competitive Procedure with negotiation which consists of the following stages: Stage 1 invites expression of interest from Applicants using the Pre-Qualification Questionnaire – evaluate and identify tender list of five maximum Stage 2 invite tenders from pre-qualified Applicants Stage 3 Application of award criteria to successively reduce numbers Stage 4 invite some or all of the tenderers into a negotiation meeting Stage 5 invite submissions of “Best and Final Offers” following negotiation meetings Stage 1 is the subject of this document and the process, conditions and selection criteria are set out herein. It is anticipated that, following the PQQ stage of this procurement process, the Contracting Authority will establish a shortlist of a maximum of five prequalified Applicants to be invited to tender for each Lot subject to that number meeting the minimum requirements. The Contracting Authority reserves the right, following receipt of tenders, to utilise successive reduction of tenders received based on the application of the award criteria set out in the tender document. The Contracting Authority also reserves the right not to negotiate with any of the tenderers. The contract for each Lot will be awarded to the highest ranked tenderer following the evaluation at tender stage. The top scoring (first ranked) tenderer found to be fully in conformance with the tender documentation and submitting the most economically advantageous tender under the award criteria will also be awarded the contract for each Lot.
