Tender description

This contract will replace the current framework contract (1/208), when the equipment supply element expires in October 2019, to provide Highways England HADECS (Highways Agency Digital Enforcement Compliance System) services to include: Element 1: supply, install and commission of Home Office Type Approved (HOTA) HADECS version 3X equipment and systems; Element 2: operational support of equipment and systems. To include equipment supplied under 1/208 as well as TMTii29; Element 3: development and HOTA approval of minor enhancements to equipment and systems. The purpose of this PIN is to engage with suppliers to establish interest and capability for this requirement. Concurrently, there will be similar engagement by the publication of an Advance Notice of Secondary Competition through the TMTii Framework. The responses to both market engagement exercises will inform a decision on whether the procurement route should be by a competing a call-off via TMT2 or competing a discrete framework contract via an OJEU advertisement using the Open Procedure. This Call-Off Agreement will replace the current framework contract (1/208), when the equipment supply element expires in October 2019, to provide Highways England HADECS (Highways Agency Digital Enforcement Compliance System) services to include: 1) Element 1: supply, install and commission of Home Office Type Approved (HATO) HADECS version 3X equipment and systems. It should be noted the specification will be updated and issued as part of the tender. This element of work is estimated to be 33 % of the contract value; 2) Element 2: operational support of the equipment and systems. This will include the equipment supplied under 1/208 as well as TMTii29. It should be noted that there is a HOTA requirement that any repair or calibration shall be carried out by the manufacturer, their appointed agent or a suitably qualified technician offering appropriate evidence of technical and professional competence. Such persons shall keep accurate records which shall be open to inspection by the Home Office. This element of work is estimated to be 51 % of the contract value; 3) Element 3: development and HOTA approval of minor enhancements to equipment and systems. For example, undertake work to enhance the HADECS 3X system to enforce 5 lanes simultaneously and seek the necessary Home Office approvals ready for the equipment to be deployed on the Strategic Road Network. This element of work is estimated to be 16 % of the contract value. Background: Smart Motorways are essential to support the Government’s ambitions for economic growth and prosperity. In early 2010, the future programme for Smart Motorways was announced. High-levels of compliance with mandatory variable speed limits are required on Smart Motorways to achieve safety, smooth traffic flow, reduce congestion and economic benefits. HADECS was developed by Highways Agency (now Highways England) to promote compliance with variable mandatory speed limits and lane closures (Red X) operated on Smart Motorway schemes. Compliance with speed limits and lane closures is essential for safe and efficient operation of Smart Motorways and therefore HADECS is critical to Highways England’s overall business strategy.
