Tender description
Portsmouth City Council, the “Authority”, has established a multi-supplier framework for the provision of supported living services on behalf of the Authority and Portsmouth Clinical Commissioning Group (PCCG). For this purpose, supported living is defined as support with daily living including but not limited to tenancy related support, personal care, support to remain safe and other appropriate activities both inside and outside of the individual's home. The estimated value of call-offs to be let via over the 4 year period is in the region of 60 000 000 GBP. Portsmouth City Council, the “Authority” has established a 4 year multi supplier framework for the provision of supported living for people with a learning disability and other disabilities. The framework contract period will be 4 years and call offs contracts during this period will be for the provision of support in both newly commissioned supported living services and also for existing services where the current contract has ended. The contract periods and value of each individual call off will vary depending on individual needs and circumstances. The contract value of individual projects let via the framework will typically range from approximately 680 000 GBP to 5 500 000 GBP, however to provide for flexibility there will be no binding upper or lower limit. Once operational the agreement will run for a maximum duration of 4 years. The estimated value of call-offs to be let via over the 4 year period is in the region of 60 000 000 GBP however the Authority reserves the right to exceed this limit where required due to unforeseen circumstances or changes in operational or strategic direction. A 2 tier Framework Agreement has been established to provide for additional flexibility and contingency over the term of the agreement. The first tier is the primary tier and is made up of the highest scoring 10 providers as a result of the evaluation process. The second tier is a reserve of 4 providers. The primary tier will be invited to bid for all contracts let via the framework. The Authority will also have the option to invite one or more tier 2 providers to submit bids on particular call offs where the number of tier one organisations has reduced. This could be due to situations such as provider suspension by the Council's Safeguarding Team, where one or more provider has indicated that they will not bid, or where an insufficient number of bids have been received from tier one providers. Concurrently with the establishment of this Framework Agreement, the Authority will have awarded a contract for the provision of a supported living service for people with a learning disability for up to 28 people in seven shared properties in Portsmouth. This will be competed among the tier 1 suppliers who have submitted a compliant bid. The estimated value of this contract is 2 200 000 GBP.
