Tender description
NHS Greater Glasgow and Clyde has a requirement to deliver an integrated incident, risk management and patient safety system. This system will be widely used to record, manage and investigate incident (adverse event) and near miss reports to process and manage claims, complaints, risk registers. It will be used to support the management of Mortality and Morbidity meetings, to collate person centred feedback and to collect Learning for Excellence reports using Appreciative Inquiry methodologies. Integrated risk management systems in healthcare are widely perceived to improve patient safety through effective reporting, management and review so any solution must have the capability to transform data into actionable information that NHS Greater Glasgow and Clyde can use to create safer environments. A robust reporting functionality is a key component to drive process change, improvements and share learning locally and nationally. A robust reporting functionality is a key component to drive process change, improvements and share learning locally and nationally. The expectation is that implementing an integrated incident, risk management and patient safety system with links to local Patient Administration Systems (PAS) and other key local systems will provide the following functionality: — incident management: all Incidents occurring anywhere within the organisation are recorded and managed. Any NHS GGC staff member can report an Incident. Additionally, nominated staff must have user accounts to review/investigate and approve incidents. These accounts are managed via permissions groups for all Reviewers/Approvers to whom the directorate/service area they are responsible for. Other individuals out with the review process can be alerted to certain types of event and the reporting forms can be designed to include extra fields where required, — risk management: allows the organisation to manage their risks supporting the scale and complexity of the organisation with multiple levels of risk register and the functionality to escalate between these, — complaints management: the complaints department use this module to manage all complaints made to the organisation, – supporting a process of investigation, review, recommendations and completion, — claims management: the Claims department use this module to manage all legal claims made to the organisation, — quality of Care management: management of cases submitted to Morbidity and Mortality review Meetings (M&M), Patient Centred Health Care (PCHC) surveys and Learning for Excellence (LfE) reporting. Any staff member can use this module to report any of the above. Reports are accessible via role based authentication, — freedom of Information (FOI): The FOI Team use it to manage all FOI requests submitted to the organisation, — reporting: all modules require a reporting function which must be intuitive, easy to use and can accommodate different types of report and query. The functionality to export reports in various formats is required, — contacts: functionality to identify, manage and merge records pertaining to individuals, users and patients to ensure data quality and record linkage, — actions: to have the functionality to assign actions to individuals and provide an alert for flagging when due/overdue. The expectation is that the supplier will be responsible for all aspects of the project roll-out. They will work with the relevant 3rd parties to ensure all integrations work is established, project management resource to lead on the planning and implementation and all resource required for deployment, template creation, training, workflow management and floor-walking to cover initial support requirements. The Business Case for the incident and risk management solution is based on the assumption that all ongoing support will be provided by the supplier and it anticipated a cost for this will be provided on a recurring basis.
