Tender description
The Community Independent Living Service (CILS) is a key part of Richmond Council’s approach to transforming adult social care and managing demand by enabling people to remain, gain or regain independence; targeting preventative resources most effectively and ensuring value for money. There are 2 main components of CILS and these will be commissioned as separate lots. The first component is an information navigation service. This service will support residents aged 18 years and over to identify and access services that can support their health and wellbeing and maintain their independence. The second, and complementary, component of CILS is a suite of health and wellbeing services that will form part of the wider offer of services that support residents to improve or maintain their health and wellbeing and live independently. Lot 1 – CILS Information Navigation Service The Community Independent Living Service (CILS) is a key part of Richmond Council’s approach to transforming adult social care and managing demand by enabling people to remain, gain or regain independence; targeting preventative resources most effectively and ensuring value for money. At its heart is a vibrant community and voluntary sector (CVS) working in partnership with the council, the NHS and other stakeholders to help residents access local services that enable them to improve or maintain their overall wellbeing and stay independent for longer. The Information Navigation Service. This borough-wide service will support residents aged 18 years identify and access services that can support their health and wellbeing and maintain their independence. The Information Navigation Service should be accessible to all adult residents in the borough with a proportionate focus on the needs of the most vulnerable. The service will need to engage with referral partners, maintain an up-to-date database of information and support and provide varying levels of support to residents who need help accessing information and services. Lot two – CILS Health and Wellbeing The Community Independent Living Service (CILS) is a key part of Richmond Council’s approach to transforming adult social care and managing demand by enabling people to remain, gain or regain independence; targeting preventative resources most effectively and ensuring value for money. At its heart is a vibrant community and voluntary sector (CVS) working in partnership with the council, the NHS and other stakeholders to help residents access local services that enable them to improve or maintain their overall wellbeing and stay independent for longer. The Health and wellbeing Services We are looking for a lead provider to coordinate the delivery of a range of services that will support vulnerable adults achieve and/or maintain their independence. The lead provider may deliver some services but will also be required to sub-contract other services to CVS organisations. The provider will need to work with partners, including the Council, to be responsive to need, alert to waning interest and alive to alternative innovative activities.
