Tender description

Leicester City Council (the authority) invites tenders for the provision of a visual impairment support and enablement service. The authority is seeking a service provider for a visual impairment support and enablement service for Leicester whose aim will be to promote the independence of people with sight loss or who are deafblind and ensure they are supported to lead fulfilling independent lives in the community. In addition to the short description in Section II.1.4: The proposed contract will be for an initial period of 3 years to commence on 1.7.2019 with an option to extend, subject to satisfactory performance outcomes and agreement by the authority, availability of funding beyond 30.6.2022 which is not guaranteed, for a further period or periods up to a total of 24 months, taking the contract term to a maximum of 60 months. The contract value assigned to this service is 188 129 GBP per annum, 966 645 GBP for the full 60 months contract period (36 months plus the option to extend for a further period/s up to 24 months). Inflationary uplift is not to be applied to this contract by the authority during the life of the contract (the initial period or extension period/s if exercised). This figure of 966 645 GBP is inclusive of the 26 000 GBP one-off funding referred in Part One of the ITT (paragraphs 1.4.3 to 1.4.5) in respect of TUPE implementation costs. It is the authority’s view that TUPE is likely to apply in respect of this contract. However, tenderers will need to reach their own conclusion as to whether or not TUPE applies. Applicants are strongly advised to obtain professional advice as to the implications of TUPE regulations and pensions if they are the successful bidder and TUPE regulations apply. The procurement process being undertaken is based upon the “open” tendering procedure as defined by the Public Contracts Regulations 2015 and the authority cannot enter into any negotiations on the Contract. This procurement process falls under the Light Touch Regime as defined by the Public Contracts Regulations 2015, Regulation 74 – 77. The authority is operating this procurement under the Light Touch Regime for social and other specific services, as set out in the PCR 2015, at Section 7 (Regulations 74 to 77) and Schedule 3.
