Please be advised that this Prior Information Notice is a Call for Competition in order that potential bidders may express an interest in tendering for this service. Following publication of this Notice, only bidders that have expressed an interest in tendering for the service will be invited to submit a bid for the service. Expressions of interest must be submitted via the ProContract portal. https://procontract.due-north.com/Login/ Potential bidders are further informed that there will be an online Market Engagement running from 14.11.2018 — 4.12. 2018. Following completion of the Market Engagement, all bidders who have expressed an interest would be issued with the Invitation to Tender documents, irrespective of their participation in the Market Engagement. This notice does not represent a commitment from NHS Waltham Forest CCG’s to award a contract. NHS Waltham Forest Clinical Commissioning Group (CCG) is seeking to commission an organisation that will support the delivery of the Wheelchair and Postural Seating Services for Adults and Children Service. The service will be delivered and based in the London Borough of Waltham Forest and managed locally. The aim of the procurement is to procure a quality service that provide a high quality and clinically safe integrated wheelchair service, including the assessment and provision of equipment, aftercare, maintenance and support for adults and children who have a physical/cognitive and/or degenerative long term condition which limits mobility. This may also include people who require end of life care. The principal aims of the service are to provide: — a comprehensive quality assessment, prescription and review service to meet the postural and independent mobility needs for patients registered with a GP in Waltham Forest, — specialist seating and rehabilitation engineering services, — repair and maintenance services, — a service responsible for managing and coordinating the requirements of all users with permanent or occasional mobility needs. The provider may subcontract parts of the service to ensure that a comprehensive range of services is available to meet the specific and personal needs of each service user. However, where parts of the service are subcontracted, the provider shall remain accountable to the commissioner, to ensure that a seamless service is provided to patients, their carers and healthcare professionals. Service users/carers will be offered a single point of access for queries. The estimated annual contract value is 800 000 GBP. Total estimated for 3 years is 2 400 000 GBP. The initial contract will be for the duration of 3 years with the options to extend for a further 2 year. It is anticipated that the new service will commence on 1.9.2019. This service would covered by the light touch regime are set out at Schedule 3 (Social and Other Specific Services) of PCR 2015. The Commissioner is not voluntarily following any other part of the Regulations. The procedure that the Commissioner will be following will be set out in the Invitation to Tender. The Process will be similar to Open Procedure process under the Regulations but, for avoidance of doubt, the commissioner is not running the Process as though the Open Procedure under the Regulations applies and so reserves the right to depart from that procedure at any point. The procurement will be advertised via OJEU and Contract Finder.The Commissioner is following an Open Procurement procedure as it will be set out in the Invitation to Tender.
