WMCA is establishing a 7 500 000 GBP Regional Construction Skills Training Framework through this procurement exercise, through which it intends to purchase employment and training services over the next 4 years from 1.1.2019, through a variety of mini-competitions. The framework has been established to support unemployed and socially disadvantaged residents from the West Midlands to enter employment in the construction sector. The below value of the framework is based on known funding at the time of publishing this framework opportunity. There may be additional funding received for constructions skills during the life of this 4 year agreement and where appropriate this funding will be spent via the call off from the framework. The Invitation to Tender ("ITT") includes entry to the regional construction skills training framework which will run concurrently with a call for mini-competition Construction Skills Job Access Programme. WMCA intends to utilise the Regional Construction Skills Training Framework for purchasing additional employment and training related services in the construction sector from funding sources that are yet to be secured over the 4-year Framework Agreement. This Invitation to Tender ("ITT") includes entry to the Regional Construction Skills Training Framework which will run concurrently with a call for mini-competition construction skills job access programme. The mini-competition procurement exercise is running concurrently with the framework entry due to requirement for contracts to begin in January 2019 with a proportion of funding being spent by the end of March 2019. Organisations bidding to join the framework may also bid for the construction skills job access mini-competition. It is not, however, compulsory to bid for this mini-competition. Suppliers can opt to solely apply to join the Framework. Equally, securing a position on the framework does not guarantee that a supplier will be awarded a contract through the construction skills job access mini-competition. It is possible that the application to join the framework may be accepted, but that the supplier fails to achieve a winning tender score for the construction skills job access mini-competition. The mini-competition is split into three distinct packages, aligned to the Framework funding sources: — Package 1: The Construction Gateway; — Package 2: Construction Skills Fund (Housing; — Package 3: Construction Skills Fund (Infrastructure). The mini-competition will allocate up 500 000 GBP from The Construction Gateway and up to 200 000 GBP from the Construction Skills Fund, split into 100 000 GBP in Housing and 100 000 GBP in Infrastructure. Contracts will not exceed 100 000 GBP and therefore, it is anticipated that 7 contracts will be awarded through this mini-competition. WMCA does not intend to establish individual lots under this framework. This is to allow for the flexible allocation of funding throughout the lifetime of the framework and to enable suppliers to meet the anticipated training outcomes and employment outcomes through flexible delivery mechanisms that are not restricted to individual lots.
