Why the Work is Being Done HMPPS are responsible for ensuring that offenders in custody are held in the most appropriate conditions to maintain the security of the prison estate. To help determine this, a paper-based categorisation process is completed, and in July of this year, the Justice Secretary committed to rolling out a replacement digital solution. HMPPS have developed a prototype digital risk profile to support prison staff in better identifying prisoners who pose the greatest threat in custody, and now require a team to develop an efficient Digital Service ready for Private Beta in January 2018 and for Beta build in March 2018. Problem to Be Solved The Justice Secretary has introduced an improvement package to tackle crime within prisons, with part of this focusing on improving the categorisation of offenders. The first focus is to support staff to better identify prisoners who pose the greatest threat in custody. HMPPS have developed a prototype risk profile that assists staff assigning offender categories by evaluating a larger breadth of risk factors. We are now ready to tackle the process element, which is currently paper-based, time consuming and inefficient, and with the help of a Supplier team, develop a digital service that drives efficiency and reduces crime within prisons. Who Are the Users As an Offender Manager I need to have access to relevant data to assess all applicable factors so that I can better assign prisoners according to their risk. As an Offender Manager I need to have access to a system which allows me to complete the categorisation process digitally so that I can efficiently assign prisoners according to their risk. Early Market Engagement Work Already Done HMPPS engaged with a Supplier earlier in the year to conduct a Pilot phase. https://www.digitalmarketplace.service.gov.uk/digital-outcomes-and-specialists/opportunities/5820 The outputs of Pilot include; - Discovery work to map the current categorisation process and identify the User needs - A prototype risk profile - Testing and evaluation of the prototype risk profile The findings from our Pilot phase will be shared with the chosen Supplier, once Commercials are in place. Existing Team The team will be embedded within an existing team consisting of colleagues from HMPPS Security, MoJ Prison Security Policy, MoJ Digital, and MoJ Data Science, and will report into an MoJ/HMPPS Technical Architect and Senior Product Manager. A Data Scientist is already in place, and we are currently recruiting for a Data Engineer. They will be responsible for the further work planned to refine the prototype risk profile (out of scope). Current Phase Alpha Work Location Ministry of Justice 102 Petty France London SW1H 9AJ Working Arrangments The Supplier team will be embedded within, and report into, HMPPS Security, Order and Counter Terrorism, MoJ Prison Security Policy and MoJ Digital teams. This project will also regularly involve working with HMPPS operational teams and the MoJ Data Science team. We require the Supplier team to be based full time at 102 Petty France. There may be some travel to other sites in England and Wales throughout the project. Security Clearance The team must hold BPSS (Baseline Personnel Security Standard) prior to starting work. Due to the sensitivity and nature of the data, the team must be willing to undertake SC clearance, if required. HMPPS will support clearance application. Additional T&Cs Skills & Experience Demonstrable experience, within the last 2 years, of digital delivery using agile methodology and working in line with the GDS Service Standards. Demonstrable experience, within the last 2 years, in developing business processes and workflows (if applicable, within public safety/law enforcement arenas). Demonstrable experience, within the last 2 years, of rapid prototype development and iteration based on ongoing user research. Demonstrable experience, within the last 2 years, delivering high quality content and information architecture design for complex user journeys across multiple touch-points that meet user and business needs. Demonstrable experience, within the last 2 years, of designing and building user interfaces. Demonstrable experience, within the last 2 years, of working with sensitive personal and operational data and material. No. of Suppliers to Evaluate 3 Proposal Criteria Proposed Design Solution, supported by examples of recent experience working on digital projects that meet user needs and demonstrate knowledge of GDS Digital Standards. Proposed Approach & Methodology, support by examples of recent experience that demonstrate a solid understanding of Agile core principles, and how these were applied. How the proposed approach meets user needs, supported by examples of recent experience where you've tested design hypotheses through prototyping in Alpha, and iterated these designs to develop user needs. Proposed Project Plan, including team structure that provides justification for each team member, an activity timeline, a plan for GDS assessment including attendance and success criteria, and key deliverables. Explain your proposed approach to identifying and managing risk within this project, supported by examples of recent experience where you have managed risk within similar projects.
