Your Housing Group is seeking to source a single service provider who can: — supply mobile user hardware, smartphones and tablets, — provide connections with full coverage and network capacity across our whole estate, North West, Yorkshire and Midlands, — facilitate a roll-out of new hardware and SIMs to all users, circa 800, across several locations within 28 days from contract award, — design and deploy appropriate solutions in locations where colleagues have experienced significant lack of service, both in building and certain geographies, — offer the ICT teams innovation & insight, helping them to provision, agile pioneering and creative Working Better solutions. Your Housing Group is a new generation of housing provider, with over 28 000 homes across the North West, Yorkshire and the Midlands we are currently implementing a major transformation programme transforming our entire operation to digital. This programme, Working Better is supported by the ICT team by the provision of modernised and improved technologies to support our pioneering and creative workforce for more agile, efficient and effective ways of delivering our services. The main focus of this procurement is for the Contracting Authority, (YHG) to source a single service provider who can offer a solution that provides user hardware and connections with sufficient voice and data capacity and coverage across the entire geography to allow all our Agile Workers, who have mobile phones, tablets/laptops, the flexibility to work on the move and be genuinely mobile and agile. The selected service provider will be expected to employ the latest technologies and developments to add value and to support the Contracting Authority in delivering its short and potentially medium and long-term vision. The successful partner will be able to not merely provide handsets and SIMs, but can also demonstrate significant capabilities and expertise in delivering and supporting all elements of telecommunications that an Agile workforce demands. They need to be willing and able to innovate and problem solve, working alongside ICT to design solutions for any locations, in building or geographies where YHG have significant lack of service. This will be a topic for Dialogue, based on case studies of our current problem sites. The current estate comprises: circa 1 200 connections, 300 Voice Only, 600 Voice and Data and 300 Data connections, hardware is in the main: Samsung A5 and A3, Nokia entry level phones, Samsung Tab Actives and DO SIMs in HP Elitebooks. (NB Laptop provision is out of scope of this procurement) Providing a data only SIM to all laptop users circa 600 is an aspiration and may be within scope, should that not be cost prohibitive. The size of the estate may flex somewhat depending on changing size of the organisation and the YHG preferred method of managing connections is that numbers are not re-used, therefore a minimum term per SIM is not a optimal solution. YHG IT Service Team would prefer the proposed solution/service provider to offer implementation services that provide a seamless roll-out and migration to users, which has minimal impact on YHG employees and operations, enabling YHG to operate business as usual during any transition phase. Given the criticality of mobile communications, roll-out and transition will be a topic for Dialogue. YHG IT Service Team require a fully supported service which provides them with a single point of contact for both fault reporting and customer support. They require the ability to log calls 24/7 and would prefer the ability to self-serve via a portal for day-to-day management of the estate, and billing/usage enquiries. Given the timescales for the implementation and the criticality of mobile communications for Agile Workers and the degree of change taking place across the business we are seeking an established and referenceable solution that we can be confident will meet our requirements. Total contract value is expected to be between 1 800 000 GBP and 2 600 000 GBP depending on the chosen solution, the useful lifecycle of the hardware provided, any increase/decrease in connections and usage and the length of the contract which may be between 2 and 6 years duration.
