Local energy supply offer, via a concession contract with an energy supplier, to help reduce gas and electricity bills for residents and provide them with a greater level of customer service and fairer treatment to that which they may be receiving from their existing supplier. This procurement procedure was conducted in accordance with the EU Directive 2014/23/EU on the award of concession contracts, as implemented in England, Wales and Northern Ireland by the Concession Contracts Regulations 2016 (SI 2016/273) (the Regulations).
