Why the Work is Being Done 1. To clarify for NICE the impact of not having a centrally-owned data management strategy and to outline realistic improvements or mitigation. 2. To support NICE in understanding the value of having a data management strategy that will facilitate achieving future goals and aspirations 3. To identify the technical, people, process, information barriers to forming a single cohesive strategy for data management 4. To support NICE in making better use of data by recognising the constraints, risks, issues and impact of our current level of data management The work must be completed by 31 March 2019 Problem to Be Solved Lack of data management strategy is preventing NICE from effectively sharing information internally and externally. Inconsistent language is used to describe NICE’s core business entities which is confusing for stakeholders and internally, NICE's ability to share accurate planning data and meet GDPR compliance is potentially constrained. NICE seeks to gain clarity on the impact of the lack of a centrally owned data management strategy and identification of realistic improvements and mitigations. Who Are the Users As senior management I want to know the key constraints and risks of the current state so that I can understand how to progress developing a single coherent 'NICE-wide' data management strategy As Corporate Governance team I want to understand the level of risk that our current data management practices expose us to, so that I can identify and implement appropriate mitigation As all NICE staff I want support using consistent language so that I can communicate effectively and share data across programme boundaries and externally Early Market Engagement Work Already Done Existing Team Digital services team Data architect Business analyst Information governance manager Other members as needed There may be a need to liaise with consultants delivering aligned work on a Content Strategy Healthcheck Current Phase Not started Work Location It is expected that some work will need to be onsite at NICE's offices in Manchester and London National Institute for Health and Care Excellence; Level 1A, City Tower, Piccadilly Plaza, Manchester, M1 4BT National Institute for Health and Care Excellence, 10 Spring Gardens, London, SW1A 2BU Working Arrangments Supplier will work independently with frequent and repeated interaction with colleagues across NICE as needed. Where suppliers are required to visit the NICE offices, travel and accommodation costs included in the bid must adhere to the NICE travel policy Security Clearance Additional T&Cs Skills & Experience Experience of successfully developing & implementing data management strategy Experience of structuring and management of master data, reference data and metadata Experience of sucessfully developing data governance structures and processes Experience of sucessfully implementing and ensuring data governance, including communication Experience of strategic influencing and sucessfully guiding business change in the data management context Experience of sucessfully developing and implementing enterprise data transformation approaches Experience of auditing and benchmarking data management against maturity models Nice to Haves Experience of the health and social care, (including NHS and local government) domain Experience integrating semantic web based (OWL, SKOS) taxonomies or ontologies into data management solutions Experience of developing & implementing data management strategy sucessfully for healthcare and/or Public sector organisations No. of Suppliers to Evaluate 6 Proposal Criteria Delivery approach and methodology: where and how will you start the work and breakdown the problem What are the proposed priorities given the budget limits and how will you approach scoping and focusing the work against these Stakeholder engagement and requirements elicitation approach Overview of the team to deliver the work and their mix of skills and experience Proposed timescales and plan Example of a case study which describes how you have supported a similar project and enabled an organisation to develop a data management strategy. (Presentation Only) Describe your approach to influencing their strategy; the challenges overcome, and risks mitigated.
