Tender description

Programme background: With a 3 % growth rate per annum, Uganda’s 34 600 000 population is expected to reach 150 000 000 by 2050. Such growth is driven by the high fertility (5.4) and teenage pregnancy (25 %) rates. Lack of equitable access to Family Planning (FP) information and services contribute to these rates. The Government of Uganda (GoU) and partners developed the Family Planning Costed Implementation Plan (FP-CIP), which DFID through the RISE programme, will support to accelerate the uptake of contraception and reduce the negative health, social and economic consequences of high fertility rates. RISE will support a robust Social Behavior Change Communication to increase demand and linkage to quality FP services, and will also focus on creating an enabling policy environment, which coupled with support to strengthening the health system will foster sustainability of results beyond the life of the programme. 2.1) The UK Department for International Development (DFID) will provide funds over 5 years (2016/17 to 2020/21) for the Reducing high fertility rates and improving Sexual Reproductive Health outcomes in Uganda (RISE) programme. This DFID-supported programme is designed to be consistent with priorities identified in the Uganda Family Planning Costed Implementation Plan and to help address some of the current gaps identified in a 2015 Gap Analysis, through a portfolio of interventions as outlined below: (I) a Health Systems Strengthening (HSS) component to address gaps in the quality of service provision. The programme will develop and support improvements in the capacity of health workers through a structured mentoring programme. This will include technical support on stock management at facility level and the administration of modern contraceptive methods to clients; (II) an outreach and voucher scheme component will complement static service in reaching harder-to-access communities and increase coverage of services. The approach will build on the strong market share held by the private sector and potentially release under-utilised capacity within this sector; (III) a Family Planning dedicated Social Behaviour Change Communication (SBCC) component with a strong emphasis on appropriate messages for targeted groups. This will include the use of interpersonal communication to bridge the gap between knowledge and behaviour change and working with cultural and religious leaders as appropriate to create a positive shift in social norms that drive high fertility rates. 2.2) The total budget for the 3 components is 26 000 000 GBP with another 2 000 000 GBP for a possible 12 month extension. 2.3) There will be no Lots for this programme. DFID will contract one service provider, or lead consortium member, who will be responsible for delivering the terms of reference. The contract will consist of 2: — Phases (i) inception, — Phase (ii) implementation phase. The inception phase will last for 6 months; the implementation phase is planned to start immediately upon satisfactory completion of the Inception phase and will last for 54 months. In total the programme is expected to run for 60 months.
