Tender description

NHS Supply Chain has established a Framework Agreement to supply the NHS Supply Chain customer base via the stock, E-Direct, Blue Diamond and Direct route of supply for products to support needle exchange and harm protection services. Products include citric acid sachets, preparation spoons, vitamin C sachets, needles, syringes and also harm prevention packs. Bespoke harm reduction pre-assembled packs may be requested by NHS Supply Chain customers from time to time to support the government drug strategy 2017, which aims to reduce illicit and other harmful drug use. It is anticipated that initial expenditure will be in the region of 1 350 000 GBP excluding VAT in the first 12 months of this Framework Agreement however this is approximate only and the values may vary. It is estimated that the total expenditure over the lifetime of the framework (2 years with option to extend a further 2 years) will be in the region of 5 400 000 GBP excluding VAT. NHS Supply Chain provide customers with the ability to procure under an OJEU compliant framework harm reduction paraphernalia products which include: citric acid, vitamin C, sharps containers, preparation spoons and filters, needles and syringes, water ampoules, and foil. There are 3 mandatory products which are required in order to be considered for evaluation of the tender submission. These Product Lines are: — citric acid: powder sachet 100 milligram, — Vitamin C: powder sachet 300 milligram, and — preparation spoon: with filter. The products in this Framework are miscellaneous equipment required to inject drugs including image and performance enhancement drugs. Bespoke pre-assembled harm reduction packs may be required by customers which consist of multiple Harm Reduction components packaged together to provide the end user with all components needed to safely inject drugs into the human body. Packs will be expected to be inclusive of bespoke paperwork and marketing material in relation to the customer requirements.
