Summary of the work Provision of a Business change service to build and deploy a range of services focused on Data Quality analysis and reporting. Services will be hosted in UK-based public cloud services and all team members must be UK based. Suppliers will be expected to work as part of multi-supplier team. Expected Contract Length Six months initially. Latest start date Monday 5 November 2018 Why the Work is Being Done Border Force currently assess and report on the quality of Advance Passenger Information supplied by airlines for compliance purposes. The service that is provided is mature but requires enhancements during its Beta phase to enable more accurate reporting. This is a high priority due to commitments that have been made to have the capability in place for early 2019. The need is to build and deploy a range of services focused on Data Quality analysis and reporting. Problem to Be Solved New business priorities require change to the Beta solution. The current service is designed to process large volumes of data for the purposes of data quality, not to scale or flex to provide support for changes. Enhancements are required to enable improved granular scoring of the information and greater control of reports. It also requires integration of additional external data source , which will provide a better reflection of what happens in the real world. It will need to be highly granular with large data volumes, operate in real time, and enhance business reports aligned to the new business processes. Who Are the Users I need to know that Border Force data quality of Advance Passenger Information is compliant with required standards and the new business priorities. Early Market Engagement None. Work Already Done We are currently operating a Beta service that has been running for a number of years now, and now requires further enhancement. Existing Team You will be working with existing Suppliers, support and project teams. Current Phase Beta Skills & Experience • • Experience of developing in AWS environments • • Experience of providing DevOps services • • Experience of managing data processing systems to meet Govt security requirements • • Experience of using Terraform to manage Infrastructure-as-Code • • Experience of orchestrating Docker containers using Kubernetes. • • Experience of maintaining documentation about the environment being managed • • Experience of monitoring and optimising resource utilisation in AWS • • Experience of integrating external multiple data feeds and optimising data processing pipelines • • Experience of developing and deploying Greenplum DB, Tableau, NodeJS applications and Python applications Nice to Haves • • Experience of using Drone for CI/CD • • Experience of cross-account VPC peering in AWS • • Experience of building Amazon Machine Images (AMI) with HashiCorp Packer • • Experience of migrating data pipelines from one platform to another, including conversion of code. Work Location Primarily at Bedfont Lakes, Middlesex TW14 8HA and at other Home Office sites as required. Working Arrangments The supplier is expected to be on site 5 days a week. Occasional travel to regional sites may be required, expenses incurred from travel outside of the M25/Greater London will be subject to normal Home Office Travel and Subsistence Policy. What budget have you set for this requirement? We are looking for a value for money proposition to deliver a fixed price solution with a budget of around £1m. 2. What’s the indicative day rate or budget range for initial 6 months? We are looking for a vfm proposition to deliver a fixed price solution with an indicative budget of around £1m withprice being 30% of evaluation criteria. 3. Please could we confirm the main focus of the assignment? Business change often refers to managing the people side of change, however this opportunity sounds as though you are looking for technology and data specialists to manage technological change. Please could you clarify whether it is technological change specialists you are looking for rather than people change management? We are looking for a technology team to deliver this technology change. 4. Can you provide more information about the “commitmants that have been made to have the capability in place for early 2019?” Can you provide an outline if the work required to deliver the required outcomes to meet this commitment? There is a firm commitment for the delivery of the project by March 2019. The work required to deliver the commitment is to integrate external data sources into an existing data pipeline and to enhance the current capabilitywith respect to data quality. 5. Can you provide more detail on the technology used to build the existing service? Please refer to the skills and experience section listed in the opportunity requirement. 6. Based on the new requirements is there a requirement/desire to change some of the existing technology decisions? There is no desire to change technology at this stage. 7. Can you provide further informationon the existing team? Can you provide further information on the existing team and the new outcome team will work together. The requirement is for a new SC cleared team to deliver this work by 31st March 2019. 8. In the tender document there is a requirement to “integration of additional external data source”. Can you provide further details of this integration? There are 5 - 7 external data sources with data formats to be agreed with the providers as part of the project. 9. What is the budget for the anticipated duration of the project? We are looking fora value for money proposition to deliver a fixed price solution with a budget of circa £1m. 10. Would it be possible to provide an outline of the team members required to deliver this outcome? The requirement is for a new SC cleared team to deliverthis work by 31st March 2019.
