Why the Work is Being Done Criminal Justice System Crime Programme (CJSCP) is a change programme to enable the CJS and agencies to be more efficient and deliver a better service. For the first time, criminal case information will be kept together in one place. CJSCP is part of the HMCTS Reform Programme, affecting services in all jurisdictions. Problem to Be Solved The CJS Common Platform Programme is looking for the provision of initially 8 (eight) engineers and one DevOps Practice Lead, to help HMCTS and CPS transition and run great digital services. Suppliers resources must have strong DevOps skills and be ready to quickly get to work within a multi-disciplinary team of developers, designers, and analysts focussed on one or more products or projects providing services capable of running high volume, reliable and flexible services that are relentlessly user-focussed and continually improved through iterative development. The supplier should include flex (6 engineers) to the initial numbers as a future call-off element. Who Are the Users The overarching focus is on systems in HMCTS and CPS, in partnership with the legal defence community, Police, and other prosecuting authorities with respect to cases heard in the Magistrates’ and Crown Courts in England and Wales. benefits include: that staff are working from and sharing the same set of accurate data; information being readily available and easily accessible; reduction of workplace duplication and the need for paper based systems; increased efficiency and productivity through joined up, flexible and innovative ways of working. This is a business transformation programme facilitated by cloud technology. Early Market Engagement n/a Work Already Done The Crime Programme is established and has embedded the Common Platform Programme, that has been running for a number of years Work completed has delivered initial releases into Production for various strands of the programme. Equally significant work has been undertaken to migrate to a new Cloud platform hosted on Azure, together with increased use of Azure native services including PaaS, increased use of automation and focus on the ability ‘farm’ compute resources and move away from persistent environments. Existing Team The existing team of engineers consists of 14 automation engineers, working to agreed programme standards and governance, co-ordinated within the Operational Services team. The supplier’s resources will be working with Civil Servants and multiple Suppliers across various strands of work for delivery of the Programme. A Practice Lead will provide and coordinate DevOps activities and will also provide support to a wider group of parties e.g. Architecture, Testing etc. Current Phase Beta Work Location Southern House, Wellesley Grove Croydon CR0 ( the "Base location", although some visits to other locations may be required.) Secondary location at 102 Petty France, London. Working Arrangments Reporting to the Head of Operations as part of Operational Services. Quality and performance standards are set by the DevOps Practice Lead. The team will work to SAFe Agile principles. Work will be tracked and monitored on Atlassian Jira and quality documentation using Atlassian Confluence. Adherence to Programme and MOJ security governance and standards is mandatory. The team will be required to work from the Base location and provide support Monday to Friday 08:00 – 18:00 with out of hours and weekend working in support of planned releases. Participation in stand-ups, planning sessions, show & tells and retrospectives as required. Security Clearance BPSS dated within 3 Months of start date. Additional T&Cs The initial SOW will be Time and Materials but the Buyer will reserve the right in the contract to use alternative payment mechanisms such as Fixed Price or Capped T & M for future SOWs. Expenses shall be submitted in line with the Ministry of Justice standard T&S policy and agreed in advance of expenditure Liability Insurance –minimum level of cover £5,000,000 Professional Indemnity –minimum level of cover £1,000,000 Suppliers shall provide transparency to the Buyer on the rates paid to resources and any third parties in the supply chain. Skills & Experience Demonstrate technical capability and proven track record in operating and maintaining an enterprise grade Continuous Integration /Continual Delivery infrastructure for the reliable and consistent delivery of Java applications (2%) Demonstrate experience in operating and maintaining cloud services on the Azure platform utilising Azure specific PaaS and monitoring services (2%) Evidence experience of building, configuring and maintaining new virtual platforms and associated automated tooling and technologies (terraform, ansible, containerisation) to approved designs to ensure reliable, consistent environments utilising full-version control(3%) Demonstrate experience in best practice configuration management of artefacts and configuration files through version control and approved repositories(2%) Evidence a track record in supporting development teams with configuring applications for deployment to ensure those development teams utilise automated deployment and configuration of applications(3%) Evidence a track record in enterprise level documentation and experience of undertaking knowledge transfer and retention to the Authority(2%) Demonstrate a track record in providing experienced Linux engineering support (2%) Specific to the Practice lead, provide two examples where a similar role has been provided in an Enterprise level organisation, demonstrating technical leadership and adoption of best practice standards(2%) Demonstrate experience of working in close collaboration with peers and colleagues in other workstreams e.g. Architecture, Security and Live support functions as examples(2%) Demonstrate the experience and ability to deploy the required number of appropriately skilled resources capable of fulfilling the required outcomes to meet the contract start date.(2%) Nice to Haves Demonstrate experience of working with and successful delivery of digital services, ideally within an enterprise level organisation.(1%) Demonstrate the ability to deploy replacement engineers as required by the Authority within 10 days of the formal request being received.(1%) Specific to the Practice Lead, demonstrate experience leading large scale Agile development/delivery teams. (1%) Demonstrate experience managing a complex stakeholder environment, including senior stakeholder management and ensuring proper governance.
