BIG001-0963 Support and Development Services for the HeadStart Phase 3 Project

Tender description

The Big Lottery Fund is seeking to procure a 30 month contract to facilitate and deliver support to six (6) HeadStart partnerships to optimise the impact the HeadStart Phase 3 investment can realise within the programme, across the Fund and into the wider sector. HeadStart is a 5-year, £56 million National Lottery funded programme running from 2016-2021. It aims to explore and test new ways to improve the mental health and wellbeing of young people aged 10 to 16 and prevent serious mental health issues from developing. HeadStart enables young people to thrive by building their resilience and providing additional support when and where it is needed. It looks at how young people’s mental wellbeing is affected by their experiences at school, their ability to access the community services they need, their home life and relationship with family members, and their interaction with digital technology. Six local authority led HeadStart partnerships in Blackpool, Cornwall, Hull, Kent, Newham and Wolverhampton are working with local young people, schools, families, charities, community and public services to make young people’s mental health and wellbeing everybody’s business. The requirements described in the tender document are designed to support the 6 partnerships and ensure they are better networked in order to improve delivery, enable enhanced partnership capacity and capability and will support the sustainability and legacy ambitions of the programme. It will also further enable the story to be told of the impact of National Lottery funding that is crucial to all of the strategic programmes. The specific services we are seeking to procure have been grouped into 3 discrete lots. These could either be delivered by one organisation; by a consortium or, as separate lots where Service Providers are willing and able to collaborate with each other. Bidders are required to bid for Lots 1 and 3; Lots 2 and 3 or all lots. Bids for Lot 3 only will not be considered.
