Tender description

Sandwell Metropolitan Borough Council (the Council) is seeking to establish Contracts to deliver support within supported accommodation to vulnerable adults (over 18) who are currently /or at risk of becoming homeless to prepare for independent living within a settled accommodation setting. The Service/s shall play a key role in assisting the Local Authority to support vulnerable single homeless adults or those at risk of becoming homeless, supporting statutory homelessness duties and contributing to various strategies. The Contractors shall deliver up to 130 units of supported accommodation and shall address the needs of service users accessing the service including those: - o who are or are at risk of becoming homeless o with chaotic lifestyles o with a history of offending o with a history of mental ill health o with substance abuse issues The Council are looking to appoint a minimum of 4 contractors and bidders must be able to provide a minimum of 15 units of accommodation, which will need to be available and ready for referrals, from 2 November 2018. 100% of referrals will be made by the local authority via our electronic Supported housing independent pathway (SHIP) service with services being paid on activity basis for those units accommodated by Sandwell referrals only. The Council has a maximum budget of ?948,118 per annum for this Service, with the maximum award to a single provider limited to 65 units of accommodation (50% of the service). It is anticipated that the Contract will commence on 2 November 2018 and run for a period of 2 years with an option to extend for a further two 1 year periods, (subject to the Council's needs for the services) Suitably qualified and experienced Contractors are invited to respond to the Invitation to Tender documents and submit proposals for the delivery of the service. These must be submitted no later than 12 noon on 14 June 2018 via the Sandwell In Tend e-procurement system. The deadline for the submission of any clarification questions is 17:00pm on 6 June 2018 via In Tend. The Council intends to use an evaluation model based on quality and price. The criteria, on which the tender will be evaluated, inclusive of weighting attached to each, are included in the Invitation to Tender (ITT) documentation. NB: The Contract reflects services currently being provided by existing organisations, and therefore the EC Acquired Rights Directive 77/187 as amended under the Transfer of Undertakings (Protection of Employment) Regulations 1981 may apply to this contract.
