Tender description
Lancashire County Council intends to commission an outcome based contract for an Edge of Care Service. The intention of this notice is to invite stakeholders to the Council's Market Engagement Event, which is to be hosted on Monday 10th December at 1:00 pm until 4:00 pm at County Hall, Preston, PR1 OLD. The event is for all organisations who are interested in participating in the commissioned solution, whether service deliverer, social investment related organisation, specialist intervention provider or independent evaluator. The event will enable introductions and networking. This notice is also to invite stakeholders to participate in the online market research questionnaire, seeking views on the commissioning strategy and the service specification. The questionnaire and service specification will be released from 16th November and can be accessed by the using the information on this link from 16th November: https://www.lancashire.gov.uk/business/tenders-and-procurement/tenders. Please note, this notice is intended to inform stakeholders that Lancashire County Council is undertaking Market research/engagement activity in relation to the outcomes based commissioning of Edge of Care Services – social impact bond, prior to any potential procurement exercise taking place. Therefore at this stage no procurement exercise is confirmed, however a further contract notice informing of any potential opportunities shall be published if the council decides to commission these services. Lancashire County Council intends to commission on a payment for outcomes basis a service to improve life chances for children and young people in some of the most deprived areas of Lancashire. The specific social issue the service seeks to address is a combination of avoiding the unnecessary entry of children and young people into care, reducing their duration in care, and impacting upon their high Risk of Not in Education, Employment, or Training (NEET) through improving educational engagement and reading age. The service will operate at the cusp of care and either side of the care divide and be targeted on primary and secondary school-age children and young people within the Burnley, Hyndburn, Pendle and Preston areas. It is anticipated that a social impact bond approach will underpin the outcomes-based service and that the SIB contract holder will commission independent evaluation to support continuous improvement and shared learning. The Council is holding a market event to present the commissioning strategy for the service and engage participants to provide feedback on the service specification. The event is for all organisations who are interested in participating in the commissioned solution, whether service deliverer, social investment related organisation, specialist intervention provider or independent evaluator. The event will be structured to enable introductions between organisations and networking. To book a place on the market engagement event on 10th December at County Hall in Preston at 1:00 pm, please kindly express your interest in attending the event by no later than 6.12.2018 by sending your confirmation of attendance to: CAPHprocurement@lancashire.gov.uk stating your organisation, the type of organisation, the names, job titles and contact numbers of attendees and any special requests relating to access to buildings/communication requirements at the event. Spaces will be limited to 3 people per organisation. Unfortunately car parking will not be available at County Hall. Please note that this is not a tender exercise and participation (or non-participation) in dialogue will confer no advantage or disadvantage should commissioners commence the formal procurement process.
