Tender description
Portsmouth City Council, "the Council", is inviting Expressions of Interest from suitably experienced suppliers for the provision of a fully managed school catering service on a single provider basis. The target date for award of contract is 16.4.2019 to allow service commencement for the 19/20 educational year. The contract will run for an initial period of 5 years extendable in increments to be agreed at the option of the Council to a maximum of 10 years. The estimated value of the contract based upon current demand is 2.8M GBP per year although this figure could rise significantly should further schools from within the Portsmouth area decide to access the contract and / or pupil uptake within schools increases. Application is via submission of a completed Supplier Selection Questionnaire (SSQ) by not later than 11:00 am on Wednesday 5.12.2018. Portsmouth City Council, "the Council", is inviting Expressions of Interest from suitably experienced suppliers for the provision of a fully managed school catering service on a single provider basis. The service will be delivered via a mixture of standalone kitchens, production kitchens and serveries. The service will deliver the following: — Accommodation of diverse cultural needs, — Partnership working, — Sustainability of service, — Increased uptake, — Cashless payment system, — Quality and variety on an affordable basis, — Split lunch provision (secondary schools only), — Provision of packed lunches, — Staff meals, — Locally based management. Additional services may be required on a site by site basis, which may include for: — Breakfast service, — Break-time service, — After school clubs, — Nurseries, — Vending machines, — Hospitality. 38 of the 65 schools located within the jurisdiction of the City of Portsmouth have stated their intention to utilise the contract. These schools include for primary, secondary, infant, junior, special schools and an all-through school. Pupil uptake within these schools currently equates to 7954 / 60 %. The estimated value of the contract based upon current demand is 2.8M GBP per year. Should uptake increase to 13,223 / 100 % pupils spend per annum could theoretically increase to 5.1M GBP per annum. Schools and parents currently pay 2.05 GBP per meal. The sum charged per meal at the participating schools must not exceed the funding received to pay for free school meals, which is currently 2.30 GBP per eligible pupil. The contract may also be accessed by schools and Multi-Academy Trusts located within Portsmouth and the neighbouring authority areas of Gosport, Havant and Fareham. In view of this and the potential for increased uptake within the participating schools spend could theoretically increase significantly over the term of the contract. Full uptake on this basis is highly unlikely, however for further information on potential spend refer to Section II.2.11) below. The target date for award of contract is 16.4.2019 to allow service commencement for the 19/20 educational year. The contract will run for an initial period of 5 years extendable in increments to be agreed at the option of the Council to a maximum of 10 years. Application is via submission of a completed Supplier Selection Questionnaire (SSQ) and associated documentation by not later than 11:00 am on Wednesday 5.12.2018. The Council is running the procurement process in accordance with the Restricted Procedure whereby the 3/4 highest scoring suppliers from evaluation of SSQ returns will be invited to submit tenders.
