School cleaning services

Tender description

This requirement is for a new multi-supplier Framework Agreement to replace the existing Havering Education Brokerage Service for cleaning services including general cleaning, window cleaning and deep cleaning which is expected to be used primarily by Education Establishments in Havering which are listed in Attachment 1 Current Brokerage Users (subject to change) to be able to draw upon the services agreed and stipulated. It is envisaged that other neighbouring Education Establishments outside of Havering may also use the framework. The London Borough of Havering established the Havering Education Brokerage Service in 2013 which is a dedicated procurement process for schools and settings to support them when they have the need to buy goods and services that are not directly provided by the Council’s in-house traded services departments. Through this brokerage system, schools and settings have been able to achieve cost savings, good value for money and minimisation of procurement risks due to the robust selection process that suppliers are subjected to prior to being recommended to schools and settings. The brokerage service has developed into a competitive multi-supplier procurement framework comprising a portfolio of publicly tendered, market tested and quality assured suppliers of goods and services that can be used with confidence. It is envisaged that other neighbouring Education Establishments outside of Havering may also use the framework. The Framework Agreement period will be for 3 years with the option for an additional 1 year extension. The estimated full Framework Agreement value of 10 000 000 GBP is the estimated potential value based on known participating establishments. The value of participation by the wider public sector cannot be calculated accurately or guaranteed — but has however been incorporated within a range of 10 000 000 GBP to 25 000 000 GBP for the duration of the Framework Agreement. The Framework Agreement may be open for use by the following classifications of user throughout all administrative regions of England: Local Authority Councils, Educational Establishments (including Academies).
