Summary of the work To operate alongside the existing ISS PM to manage the technical CIS requirements of P-8A project and align them with services necessary for the P-8A capability. Experience in managing complex network based projects and CIS requirements are a key criteria, as is experience of working in the ISS project environment. Specialist role Business analyst Expected Contract Length 12 Month Contract with 2 x 6 month extension options (pending Financial approval) Latest start date Monday 1 October 2018 Maximum Day Rate £550.00 daily rate T&S LoL: £10,000.00 (in accordance with MoD policy) Who Speclialist Work With The role requires engagement with various stakeholders, including: ISS Design, Develop and Operate Pillars, DE&S P-8A and other DTs, Air Cmd and JFC. Through liaison with the DE&S P-8A DT, the Contractor will be responsible for developing the P-8A Programme Information DLOD related requirements for the introduction of the P-8A Capability. What Specialists Work On The Requirements Engineer deliverables include: • Development and delivery of the CIS specific Systems Requirement Document iaw the Acquisitions Systems Guidance. • Development and maintenance of the detailed Information Exchange Requirement. • Provision of Integration, Testing, Evaluation and Acceptance Plan compliance evidence. • Development and maintenance of a list of critical dependencies. • Coordinate the integration of programme information dependencies. • Monitoring project plans and critical dependencies reporting to the P-8 Programme, JFC Jt User, ISS Capability Integrator and Air A6. • Development and confirmation of Information resilience and protection requirements. Skills & Experience • Extensive experience managing and documenting technical CIS requirements - 30% • Strong understanding of ISS structure and processes – 20%. • Extensive experience delivering complex CIS projects - 20%. • Wide stakeholder engagement and management - 10%. • Experience of ISTAR Air Platform related projects - 10% • Ability to work as part of a team – 10%. Nice to Haves • Experience of integrating new services onto MOD IT Systems - 30% • Experience of the Air Command Capability areas - 30% • Experience of the Joint Forces Command Capability area - 20% • Experience of information flow requirements capture - 20% Work Location Hawthorn Site & Bldg 405, MOD Corsham, Corsham, SN13 9NP Working Arrangments All tasking will take place from MoD Corsham, with the need to travel to stakeholders and Industry partners when required under the direction of the ISS Proj Mgr and Air iDLOD. You are required 5 days a week, the working day is 8 hours to include 30 minutes for lunch. Overnight visits will only be permitted if permission is sought in advance. All information processing and exchange must be carried out on MOD IT and homeworking is not allowed. Security Clearance SC Clearance must be in place prior to the contract starting due to the projects worked on. SC status must be valid for the duration of the contract. DV Clearance is also acceptable. BPSS or Disclosure Scotland is not acceptable and the Authority will NOT sponsor SC Clearance. This is additional information to assist potential bidders regarding the IR35 status of this requirement. The intermediaries legislation (IR35) does not apply to this engagement. 2. Please see additional information regarding payment terms The method of payment for this Contract will be via invoice submitted via CP&F (MOD’s electronic Contracting Purchasing and Finance) system. Is there currently, or has there recently been, an incumbent carrying out similar work for the Authority? No, this is a new contracted role for ISS support to the P-8A Capability. 4. Could you please advise is this a BA role or Engineer role? The “Specialist Role” field options are limited, covering only those in the DOS framework. Business Analyst is the option closest to the true job role; developing information exchange requirements through analysis of the operational information flows and delivery of the CIS specific Systems Requirement Document for P-8A.
