Extra care housing is housing designed with the needs of frailer older people in mind and with varying levels of care and support available on site. People who live in Extra care housing have their own self-contained homes, their own front doors and a legal right to occupy the property. Bristol City Council requires that all providers are registered with CQC and compliant in all outcome areas under the essential standards of quality and safety and the regulations made under section 20 of the Health and Social Care Act 2008). Context: 1.2.1) Bristol City Council (BCC) care and support adults is going through a period of transformation under the better lives programme. The better lives programme vision is that citizens can get the right level and type of support, at the right time to help prevent, reduce or delay the need for ongoing support, and to maximise people’s independence; 1.2.2 )As part of this programme, the better lives at home project aims to deliver a step change in the development, provision and effectiveness of supported accommodation within the community as a real alternative to residential care for older and/ or vulnerable working age adults with care or support needs; 1.2.3) BCC will work with ECH providers to ensure ECH can provide a real alternative to residential provision as individual needs increase. We will work together to ensure that, for most people entering ECH, it is a home for the rest of their lives. Most people can and should return to their ECH home after treatment in hospital; 1.2.4) BCC will work with ECH providers to ensure that there is good, evidence based use of assistive technology in extra care housing schemes; 1.2.5) BCC will work with developers and care providers to ensure there is sufficient capacity in the city, both on the private marketing and affordable housing (rental and shared ownership).
