Evaluation Weighting Technical competence 50% Cultural fit 10% Price 40% Questions from Suppliers 1. What is the IR35 status? At present this is deemed to be outside of IR35. However this will be reviewed again at Contract Award. 2. Is there a current incumbent? No. 3. My understanding is that the DOS2 framework is for outcomes and capabilities rather than for staff. Any opportunities that fall within the scope of IR35 don’t meet the terms of the framework and so are not compliant with the procurement regulations. So therefore can you confirm that this is definitely outside IR35. From the Buyer’s Guide I have found the statement “You can only use the Digital Outcomes and Specialists framework for workers who meet the rules for working off-payroll (known as ‘outside IR35’).”.
