Tender description

This is a Voluntary Ex Ante Transparency (VEAT Notice). It is issued to notify of the intention of Suffolk County Council to direct award a short term pilot contract to HC-One ltd for the provision of Residential and Nursing Home reablement for a period of 6 months commencing 12.11.2018 with an end date of 11.5.2018; extendable for a further 12 months should a decision be made to fully tender this service. Following evaluation of the current data available to the Council on capacity in the market under the criteria required this service is being directly awarded to one provider. The Short-term pilot is a new approach in Suffolk managed as part of the Ipswich and East discharge to access programme. The aim of the pilot is to provide a discharge route for people who are likely to be in need of long term care, that has an initial focus on therapeutic and reablement input. The pilot will seek to help individuals regain independence and thereby reduce their dependency on long term care services. This is a new approach for people who would have otherwise been discharged straight into long term care either at home or in a residential of nursing home setting and is different from current reablement pathways. The short-term pilot contract will investigate the benefits of a commissioned bed based model outside of the acute setting which will require a therapeutic environment focused on facilities that enable people to function as independently as possible. This bed based model will require space for up to 20 people on a single site allowing for clinical support from statutory services as and when required. The pilot provide reablement services including Occupational Therapy and Physiotherapy and an environment that will enable people to explore levels of independence including, for example, self-contained cooking facilities. The site must be within 30 minutes travel of Ipswich Hospital, in order to allow support from statutory services as and when required. There will be a full evaluation of this short-term pilot to enable Ipswich and East discharge to Assess programme partners to develop future service requirements. With a view to roll-out this type of arrangement more widely across the county and invite competitive bids for the same.
