Tender description

The London Borough of Sutton (Sutton Council) is seeking expressions of interest from suitably qualified organisations for the provision of Integrated Sexual Health Service. The contract will initially be for a period of five (5) years commencing on 1.4.2019. There is an option for two further extensions of twelve months. Extensions will be granted at the sole discretion of the council. Please note this provision falls within Regulation 75(1), Section 7 of the Public Contract Regulations 2016 (the 'Light Touch Regime' (LTR) for Health, Social, Education and certain other service contracts). This regulation provides some flexibility with regards to procurement procedures. Please refer to the tender documentation for details of the evaluation methodology, including the quality, price and sub category weightings. The London Borough of Sutton intends to commission an Integrated Sexual Health service For the population of Sutton that provides high-quality, responsive, cost-effective services to prevent sexual ill health and improve inequalities of health within the borough. The services should include the provision of community contraceptive services including advice on, and access to, a range of contraceptive methods and appliances; the testing, diagnosis and treatment of sexually transmitted infections (STIs) and the testing and diagnosis of Human Immunodeficiency Virus (HIV). Integrated sexual health services should be open-access, confidential and ensure that every contact counts. As well as deliver clinical services; the provider will be expected to support the London Borough of Sutton’s corporate council priorities for services delivered to the local population. Four areas have been identified which will form a structure for ensuring an outcomes based commissioning approach is applied to council commissioned services. The integrated sexual health service will link to the priority area of Making Informed Choices - ensuring residents are able to find the information or advice they require and that this is easily and readily available to them to make the right decision and be mindful.
