Tender description

DFID is seeking a supplier to provide Technical Assistance (TA) for its support to the Government of Tanzania Public Financial Management Reform Programe Phase V (PFMRP-V). DFID’s support to PFMRP-V requires a Technical Assistance Support (TAS) service to the Ministry of Finance and Planning and for local government PFM reform. The selected firm will provide technical assistance to: (a) Ministry of Finance; (b) the President’s Office – Regional Administration and Local Government (PO-RALG) and (c) 26 Regional Secretariats and support them to implement PFM reforms for improving quality of financial management in central and local government level as outlined in the PFMRP Phase V strategy. Strengthening Public Financial Management (PFM) has been at the core of Tanzania’s development efforts over the past 2 decades with the Government-Donor financed Public Financial Management Reform Programme (PFMRP) the main vehicle of support for a comprehensive set of reforms since 1998. The fifth phase of PFMRP, which began in July 2017, seeks to achieve 7 strategic objectives: — SO1: improved macro-economic management (prudent fiscal, tax and debt policies) provides the basis for a credible budget, — SO2: resources efficiently allocated on a medium term basis in alignment with national priorities, — SO3: budget executed as planned and timely and accurate reporting is available, — SO4: strengthened internal controls and better procurement practices contribute to improved financial accountability, — SO5: effective control and oversight of PFM functions by oversight institutions, — SO6: PFM systems and outcomes in Local Governments are improved, — SO7: PFM systems and outcomes in Zanzibar are improved.
