Tender description
The UK’s Department for International Development (DFID) are seeking a Supplier to deliver our 5-year UK-Ghana Partnership for “Jobs and Economic Transformation (JET)” programme in Ghana that will help stimulate more and better jobs and support resilient growth and poverty reduction. The programme will support increased investment at scale into manufacturing and industrial sectors which in turn will boost productivity by introducing new technology and management capabilities, increase the capabilities of the workforce and diffuse these improvements into the wider economy. JET is expected to generate formal employment and economic diversification by supporting priority industrial sectors with potential to create jobs and generate investments at scale. Whilst the programme will work with the private sector and other stakeholders, the programme is being delivered within the context of a Ghana beyond aid with strong Government ownership and leadership around industrialisation. The intended procurement route is a restricted process with a DFID Standard Services contracting method. DFID intend to hold an Early Market Engagement (EME) event on 23.11.2018 (11:00-13:00) at DFID's Headquarters at 22 Whitehall, London, SW1A 2EG and DFID Ghana, British High Commission, Julius Nyerere Link, Off Gamel Abdul Nasser Avenue, Osu. P O Box GP296, Accra, Ghana. During the EME representatives from DFID will: (i) present further details on the project and programme management requirements; (ii) test our approach and thinking; (iii) provide an update on the procurement process; and (iv) provide an opportunity for attendees to ask questions and contribute to the planned procurement approach including measurement of outcomes and Key Performance Indicators (KPI’s). In addition, there will be an opportunity during the event for networking. An attendance list will be circulated after the event. A series of open questions will be shared with suppliers via the DFID Supplier Portal seeking comments and opinions on important aspects of the services to test our approach and methodology. All responses should be returned by 19.11.2018, will be treated confidentially, and will not be shared with other suppliers. In order to register your attendance you must register your interest on the DFID Supplier Portal (https://supplierportal.dfid.gov.uk/selfservice/) and complete the details requested in the Survey Monkey link that will be available on the DFID Supplier Portal. The series of questions will be available via Survey Monkey. Due to limited capacity, attendance is restricted to 2 representatives per organisation. Places will be reserved on a first come first served basis and when capacity is reached the Survey Monkey will be closed and no further registration will be accepted. You must register by 12:00 (Noon — GMT) on 19.11.2018. Please note that only Companies that pre-register will have security clearance to attend the event. The “Dialogue/Clarification” function on the DFID Supplier Portal will be the main communication channel moving forward. We are happy to receive questions, comments and suggestions in advance, which we will respond to at the event, and we will not disclose the source of these when responding. Important Note: The PIN which has been published is not a call for competition or tender at this time, it is an information notice to highlight to the market the intent to have an Early Market Engagement event on the 23.11.2018. The programme will be advertised for competitive tender at a later stage through the DFID Supplier Portal in early 2019.
