Tender description
Current EU laws guarantee frictionless trade of plants and plants products within the EU. Trade of plants, produce and plant products falls into one of three categories: • ‘unrestricted’ commodities that are traded without conditions. • ‘controlled’ commodities that can be traded with a phytosanitary certificates. • ‘Prohibited’ commodities that cannot be traded without scientific research licences or exceptions. Defra wishes to commission research which will answer the following questions: • What are the commodity types, the value and net mass of controlled commodities cleared in the EU and then transported to the UK? • Where does this trade enter the EU, leave the EU, and enter the UK? • How might trade flows change in various scenarios following EU Exit?
