Tender description
The Council currently uses an “attended” bus lane enforcement system to enforce bus gates at four locations within Oxford. The intention is to replace the current system with an “unattended” enforcement system using fixed ANPR capture devices and to extend enforcement to four new locations. The Supplier will provide suitably approved devices at all locations for the capture, evidence review and transfer of contraventions to the existing notice processing system. It must also be possible to move some or all of the capture equipment to enforce similar contraventions at any other location within the Purchaser area (Oxford). The Supplier will provide suitably approved devices at all locations for the capture, evidence review and transfer of contraventions to the existing notice processing system. It must also be possible to move some or all of the capture equipment to enforce similar contraventions at any other location within the Purchaser area (Oxford). The Council currently uses an “attended” bus lane enforcement system to enforce bus gates at four locations within Oxford, issuing c24 000 PCNs per year. The intention is to replace the current system with an “unattended” enforcement system, extended to cover eight locations (High Street, George Street, Magdalen Street and Castle Street, Folly Bridge, Roosevelt Drive, Barton Park and Abingdon Road). The Solution will consist of a number of Elements including ANPR Capture Devices, Evidence Review Software (ERS), Central System (Servers and Storage) and interfaces to Notice Processing. Any additional Solution elements may be offered to the Purchaser by the Supplier as a service or as additional purchase items, and the Purchaser shall decide whether or not to purchase such additional element. The Solution must enable efficient enforcement, taking account of: — the different operating hours at each location, — the need to where possible only provide evidence of potential contraventions, ie allowing legitimate users to proceed unheeded, — the need to provide clear evidence of each contravention. New innovations in capture or evidence processing software should be offered to the Purchaser during the lifetime of the Contract as updates to ensure that the Purchaser and its contractor is operating at peak efficiency.
