Tender description

For Yorkshire Water to comply with our regulatory duties under the Water Industry National Environment Programme (WINEP) fish passage solutions are required to deliver on these duties. There are currently 7 fish passage projects scoped for AMP7 with the potential expansion of scope for additional projects during AMP7 and into AMP8. Yorkshire water is seeking a bidding entity capably of providing an end-to-end design and build solution for Fish passes, which includes the upfront ground assessment and feasibility studies up till final construction and handover. Yorkshire water is seeking bidding entities that are fully capable of delivering all services associated with the design and build of multiple fish pass solution. This includes works starting from preliminary ground-work surveying, up to the completion of construction of the structures. The scope of services shall include but not limited to: — Preliminary ecological appraisal, — Services search, — Geo morphological assessment and hydrologic/hydraulic modelling, — Heritage/ archaeology assessment, — UXB risk assessment, — Contractor led cost and buildability statements throughout delivery, — Low flows hydrology desk or hydrological field study, — Liaison with YW + EA to select option to take forward, — Public safety risk assessment, — Topographical survey, — Ground investigation geology study and production of ground investigation spec, — Design to RIBA stage 3 'developed design', — All necessary ecological surveys, — GI, intrusive and non-intrusive, — Flood Risk Assessment, — Obtain all relevant permits/ licenses/ permissions (e.g. Environmental Permit for GI, footpath diversion/ closure, SSSI assent, HRA, impoundment/ water transfer licence, Planning Permission, NFPP approval, work in rivers consent, land owner permission), except Environmental Permit/ MMO licence for Construction which will be obtained in Phase 2, — Detailed civils/structural design including RC detailing, — Production pack: Drawings for construction, Pre-construction information, Site information, Specification, Environmental Management Plan, Bill of Quantities, — Biosecurity method statement, — Produce temporary works design and construction risk assessment, — Obtain Environmental Permit/ MMO licence for construction, — Produce Construction Phase Plan, — Mobilise to site and undertake enabling works, — Construction of permanent and temporary works, — Topographical survey demonstrating compliance with required tolerances. For technical fish passes, typical tolerances required will be 5mm on hydraulically critical elements (eg. pass inverts), and 10mm elsewhere, — Provision of as built drawings, — Commissioning, — Demobilisation and re-instalment. Additional to the above there is the provision of adding a requirement for the contractor to sub-contract to a specialist the installation of fish pass monitors to existing and new fish pass structures. Health and Safety CDM regulation must also be adhered to when executing these works; it has been required that the supplier will need to undertake the role of the Principle Designer and Principle Contractor for the scope described above.
