Tender description

The Contracting Authority gives prior notice that it intends to launch a procurement for qualified and experienced operators to enter into a 4 year framework agreement to provide employment support services in the London Borough of Southwark. The services are for specialist employment support to help Southwark residents further from the labour market back into work, or to progress in work. The Contracting Authority is seeking to procure a multi-lot framework of 10 lots of providers to provide the services to the Contracting Authority. The framework will be available to other local authorities to use, as will be further detailed in the Invitation to Tender. The Contracting Authority wishes to procure employment support services for use by the Contracting Authority. Residents eligible for this lot are young people aged 16-25 who are NEET, care leavers, lone parents or carers, have had contact or are currently in contact with the criminal justice system, are considered at risk of offending, or have special educational needs or disabilities, mental health needs or housing needs. The Contracting Authority wishes to procure employment support services for use by the Contracting Authority. Eligible service users for this lot are residents who have been unemployed for over 12 months. Clients within this target group may include older people aged 50+, those with physical and long term health conditions, and carers. The Contracting Authority wishes to procure employment support services for use by the Contracting Authority. Eligible service users for this lot are residents with mental health needs. The lot will provide support to those who are currently in employment, to aid in-work progression, as well as to those who are unemployed. To be eligible for in-work support within this lot, clients must meet the above criteria and must be considered to be in low-paid or insecure work. The Contracting Authority wishes to procure employment support services for use by the Contracting Authority. Eligible service users for this lot are residents who have learning difficulties or disabilities. The Contracting Authority wishes to procure employment support services for use by the Contracting Authority. Eligible service users for this lot are residents who are lone parents or in a family who are eligible for the council’s ‘Troubled Families’ support. The Contracting Authority wishes to procure employment support services for use by the Contracting Authority. Eligible service users for this lot are residents who are currently in contact with the criminal justice system — for example, being on a current order or licence – or have previously had a conviction. The Contracting Authority wishes to procure employment support services for use by the Contracting Authority. Eligible service users for this lot are residents who have substance use issues. The Contracting Authority wishes to procure employment support services for use by the Contracting Authority. Eligible service users for this lot are residents who are homeless or at risk of homelessness. The Contracting Authority wishes to procure employment support services for use by the Contracting Authority. Eligible service users will be Southwark residents and may be referred to the service by the network coordinator or directly by the council or its partners. The appointed provider will also need to work with businesses to support them in creating and delivering apprenticeships. The Contracting Authority wishes to procure employment support services for use by the Contracting Authority. Eligible service users for this lot are Southwark residents. Clients will be referred by the network coordinator, by council teams or by other partners. The provider will need to be able to provide support to clients with a wide range of different needs. The provider will require knowledge of existing support within the chosen sector available locally to this group. The provider will be required to engage with local businesses to secure vacancies for Southwark Works clients and support their recruitment.
