Tender description

The Care and Support at Home service covers the whole of Hampshire excluding the Isle of Wight and the city boundaries of Portsmouth and Southampton. The County has been divided into 15 zones and has awarded Tier 1 contracts to 14 out of the 15 zones. This mini competition is for the remaining zone (Zone 14 (Test Valley South)). The Tier 1 Care and Support at Home service is for the provision of packages of personal care and support to individuals in their own homes that is based on the principles of Strength Based practices and continuing enablement to maximise independence of service Users throughout Hampshire The Council wishes to work with Providers to develop the service for the benefit of its Service Users, the Council and the Providers themselves. This will be achieved through focused partnership arrangements, collaboration, co-production and on going dialogue throughout the life of the service with Providers of Care and Support. This was a call-off run under the Help to Live at Home Open Framework, and was available to all providers who had been accepted onto the framework. The call off was published on the 29.8.2018 and closed on the 21.9.2018. There had been a previous opportunity to be a Tier 1 provider in the Test Valley South area published on the 23.3.2018 that closed on the 8.5.2018 as part of the Hampshire wide Care at Home tender for Tier 1 providers however, the Test Valley South area had not received any bids at the time. This call off was evaluated on the basis of the most economically advantageous tender with 36 % of the marks based on the providers hourly rate for the zone and the other 64 % based on their responses to quality questions. The contract has an initial term from the 12.11.2018 through to the 12.11.2025 and includes the option to extend by up to a further 2 years. The winning Tier 1 provider will receive all referrals first, any packages of care they do not accept will be referred to the tier 2 providers in the Test Valley South zone. There are no guarantees of number of referrals being made or the number of packages the provider will accept. The total value of the procurement has been set at 1 GBP to 27 180 000,00 GBP on the basis it is unknown how many packages of care will be placed at Tier 1. The maximum value for all 15 Hampshire wide Tier 1 contracts (1 GBP to 407 700 000 GBP) is based on the Council's annual spend on domiciliary care in 2017/18 multiplied by the life of the contract. Therefore the value for this individual contract is estimated at 1/15th of that total value.
