The Department for International Development (DFID) is seeking a Service Provider (s) to deliver a 5 year programme to respond to the challenge of limited access to integrated Early Childhood Development (ECD) services in Rwanda. The programme responds to the challenge of limited access to integrated Early Childhood Development (ECD) services in Rwanda focussing on conception to three year olds (0-3) age group. It builds the knowledge and skills of parents, enabling better stimulation, learning, protection, nutrition and health and as a result better physical, social, cognitive and emotional development for 730,000 children. IECD-R will have a strong focus on learning and will take a more adaptive approach to delivery. The programme will have three main components outlined as follows: i. Provision of parenting education to parents of 0-3 year old children, with follow up parenting education support as the children transition to the 4-6 years age group in 16 districts. Prior Information Notice Improving Early Childhood Development in Rwanda (IECD-R) Early Market Engagement Event: DFID is keen to engage with the market to discuss this new programme of work. We are interested in hearing your thoughts about our draft approach and this is a great opportunity for you to raise any questions you may have as well as helping us to shape the final requirement. The Event will allow you access to our Rwanda Programme Team and the tender manager who will lead the upcoming competition. The Event is planned for Thursday 8.11.2018 at 12:00 UK time (+2 hours DFIDR). This will take place in the Lemigo Hotel in Kigali with options to join by teleconference for those who cannot attend in person. As places are restricted, only one person per organisation can attend. Please be advised that the quality of sound on the day cannot be guaranteed, so we recommend attendance in person. New Requirement: The Department for International Development (DFID) intends to publish a new tender opportunity in the last quarter of 2018 seeking partner(s) to deliver a 5 year programme to respond to the challenge of limited access to integrated Early Childhood Development (ECD) services in Rwanda. Conception to 3 years is a crucial window of opportunity which if missed could result to irreversible losses. The brain develops most rapidly in this period of a child’s life. If children fail to get what they need at this early age - enough nutrition, health, stimulation and protection - the impact on their lives and future is enormous, resulting in diminished physical and cognitive development that undermines both their ability to learn and future labour market success. The programme – Improving Early Childhood Development in Rwanda (IECD-R) responds to the challenge of limited access to integrated Early Childhood Development (ECD) services in Rwanda focussing on conception to three year olds (0-3) age group. It builds the knowledge and skills of parents, enabling better stimulation, learning, protection, nutrition and health and as a result better physical, social, cognitive and emotional development for 730 000 children. DFID will also support independent monitoring and evaluation of this programme (this is outside the scope of this TOR). IECD-R will have a strong focus on learning and will take a more adaptive approach to delivery. The programme will have three main components outlined as follows: (i) Provision of parenting education to parents of 0-3 year old children, with follow up parenting education support as the children transition to the 4-6 years age group in 16 districts. (ii) Provision of technical assistance to National Early Childhood Development Programme (NECDP) focused on Community Health Workers (CHWs), Inshuti z’Umuryango (IZUs) or community volunteers in charge of child protection and ECD focal persons to enhance their support and coordination of ECD services at community level. (iii) Collection of relevant data for the programme monitoring, evaluation and learning, including feeding into an independent impact evaluation to assess the effectiveness of parenting education. We are keen to hear your initial thoughts on our draft Terms of Reference, and will be releasing some programme specific questions in advance of the Event.
