Tender description

Why the Work is Being Done We are looking for partners to assist in the continued work to service the business requirements from multiple work streams in HMRC. We need the services of at least 2 suppliers who can supply multi technologies to assist with the forecasted development projects and emerging DevOps capability. As we move to a more DevOps type approach we are looking for our teams to take on more end to end ownership of the products developed so will be looking for our suppliers to support not only the building but also the knowledge transfer of the ongoing support to the existing staff. Problem to Be Solved CMDG are commissioned by HMRC to deliver Content based solutions driven by challenging timescales. The only effective way to do this is to supplement our in house capabilities with capability from external Service Providers. HMRC require partners to deliver the technical aspects of new and existing front facing services developed in Pega to meet Government standards. This will include (but is not limited to) technical agile specialists incorporating work in scrum teams and delivering in phased sprints. This will be done through outcome based statements of work for a variety of programmes. Who Are the Users CMDG are required to supply solutions that enable and enhance the HMRC customers digital experience. They help HMRC achieve its strategic objectives of maximising revenues due and bearing down on avoidance and evasion, transforming tax and payments for our cutsomers and designing and delivering a professional, efficient and engaged organisation. This work will comprise of the design, build, test and delivery of new and updated code that supports our Workflow and Content Management solutions which utilise a mix of Angular, JAVA and Documentum technologies Early Market Engagement RCDTS held a supplier engagement event on October 22nd to inform and shape the requirement taking into account feedback from attending suppliers. Work Already Done The work is in a mix of the phases of an agile project, some is still in discovery, whilst other work has moved to mainstream delivery with phased releases to go-live. Existing Team HMRC expect the Service Providers to be capable of flexing teams to meet the business demands. It is envisaged that whole Scrum teams would be required for differing role/skill specialisms. Where the following roles are provided, RCDTS require the certifications detailed below: • Lead Java Developer (OCP) •Lead Angular Developer # •Lead Quality Assurance (Certified ISTQB Advanced Test Analyst) •Senior Java Developer (OCE) •Senior Angular Developer # •Standard Java Developer (OCA) •Standard Angular Developer # •Documentum Developer (D7 Developer Certified) # Whilst there is no certification for Angular roles we would be looking for a computer science degree or equivalent. Current Phase Not applicable Work Location Primary location:-Plaza 2, Ironmasters Way, Telford. Suppliers may wish to work remotely, however any such working arrangements must be included in written proposals for consideration. Working Arrangments HMRC would prefer the supplier team to be on site or closely located to the address identified above 5 days per week. Travel may be expected between the other Delivery Group and Client sites. Expenses will be paid as per agreed contract rates. We expect the successful supplier to provide upskilling and skills transfer to RCDTS permanent staff to increase internal capability. In addition to whole Scrum teams, it is anticipated that the Service Providers may be required to work in a mixed team of staff made up of resources from CMDG and/or other Service Providers. Security Clearance A Baseline Personnel Security Standard (BPSS) pack will be needed for all supplier contractors. SC may be required for certain projects. Where this is not held by the supplier, HMRC will fund and support necessary activity. Additional T&Cs All personnel engaged in the provision of this service must have a minimum of three years experience work in roles of there designated role/skill specialism, with an expectation of five years minimum experience for lead roles. While we are looking to award to 2 suppliers, we reserve the right to apply a minimum technical hurdle weighted score of 30 out of a maximum 50. We would be looking to obtain fixed price where we can on Statements of Work, but we reserve the right to request rate cards to apply where this approach is more suitable. Skills & Experience Demonstrable experience of providing relevant skills/roles/resources against a variety of technologies required to form a Scrum Team, scaling up/down to accommodate new requirements or changes within the delivery pipeline. Have demonstrable experience of collaborative working with a client's ‘in-house’ teams, including coaching and mentoring, and knowledge sharing. Have demonstrable experience of successfully developing services using a pragmatic Agile approach. Have demonstrable experience of providing additional and/or value added activities when acting in the role of a partner supplier to an organisation Evidenced outcomes of delivering performance improvements through multi technology optimisation/implementation in the last 3 years. A good understanding of DevOps principles and the benefits of CI/CD and able to demonstrate ability to stay up to speed with current developments in platform automation and DevOps principles. Have demonstrable experience of proficiency with tools commonly used for automating deployments, particularly those used when adopting a DevOps framework such as open stack tooling Nice to Haves Supplier would ideally have had a significant multi team contract with a public sector body Experience of working on a multi-active cloud platform using open source software that includes Jenkins, coded in Pega. No. of Suppliers to Evaluate 4 Proposal Criteria Technical capability as demonstrated in their written examples, and required at interview Approach and methodology Cultural Fit Criteria Able to start on the work immediately. Have excellent communication skills with staff at all levels of the organisation Will take responsibility for their work Be willing to collaborate and partner, including with other suppliers and HMRC staff at all levels. Proactively share knowledge and experiences with members of team, especially with junior HMRC staff.
