Tender description

An award of a service concession contract for the supply, installation and maintenance of advertising bus shelters across the County of Hertfordshire with the right of the concessionaire to place advertising material on these shelters. The contract will be awarded for a core period of 8 years, with the option to extend the contract for a further 2 years at the Council's sole discretion. The Council received no suitable tenders in response to an open procedure when we went out with a multi-Lot competitive procurement last year via the OJEU (see notice 2016/S 075-132046). The Council acknowledges Regulation 18(3) of The Concession Contracts Regulations 2016 which states that “the maximum duration of the concession contract shall not exceed the time that a concessionaire could reasonably be expected to take to recoup the investments made in operating the works or services together with a return on invested capital taking into account the investments required to achieve the specific contractual objectives”. The Concessionaire is content with an 8 + 2 year contract duration to recoup their investment.
