Summary of the work Agile BA to support the development of technology requirements for the next phase of Government Property Agency HUB buildings Specialist role Business analyst Expected Contract Length 6 months Latest start date Monday 15 October 2018 Early Market Engagement None Who Speclialist Work With Multi-disciplinary team made up of Delivery Manager, Technical Architect, Network Architect, Technical Project Manager, Business Analyst What Specialists Work On - Shape the digital data and technology (DDAT) requirements for the second phase of hub buildings. - Develop the implementation approach (including low level designs) of the shared network for phase two hub buildings (and the occupiers planning to onboard into those buildings). - Support GPA in the producerment of and onboarding of technology vendors/delivery partners (network, IT managed service, AV) for the second phase of hub buildings. - Establish and develop a products and services catalogue to enable GPA to demonstrate its offering to wider stakeholders. - Support GPA in developing and finalising its technology strategy (including implementation plan). Skills & Experience • Able to represent real world situations to aid the communication and understanding of different scenarios, organisational processes, roles and data models and whether they can be used to represent subjects. • Identifies, defines and manages the objectives of a business. Must be able to specify requirements from both a business and user perspective to enable agreed changes to be implemented effectively. • Identifies, analyses, manages and monitors relationships with and between stakeholders. Able to communicate clearly and clarify mutual needs and commitments through consultation, consideration of impacts whilst focusing on user needs. • Maintains and constantly iterates the structures which make up a business enterprise or architecture. Assesses current capabilities, identifies and interprets business objectives, strategy and inter-relationships with people, data, processes etc. • Ability to identify and pinpoint business opportunities to allow organisations to perform more effectively. This allows businesses to look at new ways of tackling business processes or establish new services. • Understands how the digital economy is changing user behaviour and the government landscape. Is able to make informed decisions based on user needs, available technology and value for money. • Identifies and explores opportunities for service and business improvement. Drives the analysis, identification, prioritisation and implementation of improvements and efficiencies, thereby ensuring that the organisation derives maximum value from services. • The ability to investigate, analyse, visualise, articulate and solve complex problems and concepts, make disciplined decisions based on available information, using data to formulate plans, analysing options to assess impact. • Understands agile methodology and how to apply the agile mindset. Has the ability to work in a fast paced, evolving environment, utilises an iterative/flexible approach to enable rapid delivery. Nice to Haves • Uses the most appropriate methods and tools, ensuring these are adopted and used to plan, develop, test, manage and maintain a system effectively throughout an organisation. • Plans, designs, manages and executes reporting of tests, using appropriate testing tools and techniques and conforming to agreed process standards and industry specific regulations. • Able to plan, design, manage and report business process tests and usability evaluations. This can be done through synthesising test tasks, selecting user samples, analysing performance and sharing.
