Tender description

The aim of the service is to deliver short breaks for people with learning disabilities. The service will be: — innovative, — outcome focused, — accessible, — promote independence, — high quality, — responsive to client needs and — cost-effective. The service delivered will support adults with learning disabilities by delivering a range of short break options. Currently the local authority commissions some bed based short breaks for people with a mixed range of needs who use it on a planned basis; it also spot purchases bed based provision often in emergency and non-planned situations or for people for whom the commissioned provision is not suitable. It is interested in hearing from providers who initially have capacity to offer up to 4 beds that can be used for regular planned bed based respite and/or in an emergency situation. The local authority also wishes to hear from providers who are interested in delivering commissioned short break opportunities. The local authority wishes to develop a contract(s) that will encourage bidders to secure efficiencies when developing an innovative service that delivers short breaks to people with learning disabilities within Havering. The local authority wishes to have provision in place for the 1.4.2019. London Borough of Havering is committed to providing high quality services for its clients and the provision of short breaks is valued by the local community Havering In terms of data for clients with learning disabilities in Havering it is worth considering the following data. Havering LD population is expected to increase by 12,4 % over next 10 years, 2016-2026 (253 400 to 284 900). There is expected to be an (22-25 %) increase of learning disability in children aged 0-17. There is also a projected net increase in young adults (20-45 years) with learning disability. During the last 3 years the level of spend on spot purchasing learning disability respite has fluctuated. In 2015-2016 Havering council spent 31 364 GBP on spot purchasing in borough respite and a further 40 207 GBP on out of borough spot purchased respite. In 2016-2017 spend was greatly reduced and only 3 841 GBP was spent on spot purchase in borough respite with a further 2 507 GBP spent on out of borough spot purchases. An annual total of 6 411 GBP was recorded in 2016-2017 compared to the total in 2015-2016 of 71 891 GBP 20. In 2017-18 an overall total of 96 887 GBP was recorded for spend on spot purchase respite. This was all in borough provision. It is anticipated that if the borough can develop a good relationship with a specific provider or providers, it would be able to reduce the amount spent on spot purchases. Providers should be able to respond to and deliver creative and innovative solutions as part of our commissioned service and direct payment market.
