Tender description

Tees Valley Combined Authority (TVCA) wishes to appoint a technical consultant with strong experience in delivering district energy schemes to provide ongoing technical advice in respect of the Middlesbrough District Energy Network Project (the Project). The Project is a district energy scheme to be delivered in three phases in Middlesbrough town centre in the Tees Valley, North East England with an estimated total capex between 30 000 000 GBP and 40 000 000 GBP. The Project completed Outline Business Case stage in December 2017 and now needs to move into the pre-procurement phase. To undertake the detailed project design and commercialisation of the MIddlesbrough District Energy Network and to act as technical advisor to the TVCA (or any special purpose vehicle established by TVCA for this purpose) during the procurement of a design, build, operate and maintain contract or contracts. The initial contract will be in place from February 2019 until the completion of the procurement process (estimated as being end of 2020) and is estimated to have a value of between (100 000 GBP and 200 000 GBP depending on the complexity of the procurement process. Thereafter the adviser may be retained at TVCA's discretion to advise TVCA during the construction phase. A total estimate of 300 000 GBP has therefore been included.
